About this file
This is a Statement of Work (SOW) for the design, fabrication, delivery, installation, and comprehensive testing of a new Rotor Stator Test Stand (RSTS) at Tinker Air Force Base, Oklahoma City Air Logistics Center, Building 9001. The RSTS will replace existing test stand capabilities and support aerospace repair industry testing of aircraft components. The contractor must supply all engineering, labor, materials, parts, tools, equipment, supplies, transportation, software, and incidentals necessary to complete the project. The test stand must be new and unused, constructed using cutting-edge technology with all components available as commercial off-the-shelf (COTS) items. Delivery is required within 18 months of contract award, with the equipment installed at Tinker AFB by the contractor at no impact to ongoing production operations.
The project encompasses extensive requirements across design, construction, testing, and training phases. The contractor must conduct three design reviews (Preliminary at 5-10%, Intermediate at 50%, and Critical at 90% completion), comply with applicable government and industry standards (OSHA, NFPA, NEMA, AWS, ISO), and complete comprehensive acceptance testing including factory acceptance tests, vibration baseline testing, equipment health checkout, noise compliance verification, and correlation testing. The contractor must develop all technical documentation including operational and maintenance manuals, installation drawings, level 3 engineering drawings per MIL-STD-31000B, software documentation per specified DI-IPSC standards, and as-built drawings. The control system must utilize a Siemens S7 PLC with LabVIEW software (2018 or newer), and the contractor must provide five independent drive systems at specified RPM ratings, calibration equipment connections, and a data acquisition system meeting minimum sampling rates. Training requirements include operator training (32 hours minimum), electrical/mechanical maintenance training (2 days), calibration training (3 days), and software/process engineer training (2 days) for designated Tinker AFB personnel. Government-furnished property includes F100, F101, F108, F110, F118 stators and TF33 speed sensors; the contractor must secure all GFP daily and return it upon contract completion. The contractor must comply with extensive safety, environmental, and cybersecurity requirements, maintain a 730-day warranty with 24-hour emergency response capability, and provide monthly status reports and coordination meetings with government personnel. Additional costs to the government for holidays, weekends, or after-hours work are prohibited.
