About this opportunity
Fermi National Accelerator Laboratory (Fermilab), a civilian agency under the Department of Energy, is seeking to procure one SQMS Training Platform Dilution Refrigerator to support the Superconducting Quantum Materials and Systems Center (SQMS) initiative for workforce development, research, and training in superconducting systems. The device must achieve and maintain temperatures below 30 mK with specified cooling power at various temperature setpoints, cooldown capability from ambient to base temperature in under 32 hours, and continuous operation for a minimum of 336 hours. The procurement will be evaluated using a best value trade-off source selection process, with evaluation criteria ranked by importance as follows: technical proposal demonstrating ability to meet requirements in Specification ED0044143, price, schedule (with an approximately 15-month lead time requirement), management control plan including quality assurance plan, and past experience with comparable projects. Proposals must be submitted by 5:00 PM Central Time on May 19, 2026, and all questions must be submitted by 5:00 PM Central Time on May 11, 2026. Bidders must include a completed RFP page, SARC Form (Revision 6), and PUR-466 Form (Revision 5) with their proposals; proposals over $10,000 require both a completed SARC and PUR-466.
There is no set-aside designation for this procurement. The dilution refrigerator will be delivered FOB Fermilab to Receiving Warehouse 2 located at Kirk Road and Wilson Street in Batavia, Illinois 60510, with payment terms of Net 30 and all freight charges to be included in the quotation. The procurement is managed through Fermi Forward Discovery Group, LLC (FFDG) under prime contract DE-AC02-07CH11359 with the U.S. Department of Energy Office of Science, and the FFDG General Terms and Conditions for Commercial Products and Commercial Services (08.2025) will apply to any resulting purchase order. The device must be delivered within 15 calendar months of purchase order award and include comprehensive support infrastructure, thermometry systems, control software compatible with Windows 11, and up to three months of vendor technical support at no cost if performance criteria are not initially met. No current incumbent or award value has been identified in the solicitation materials. Prospective bidders should direct contractual questions to Spencer Keske, Procurement Specialist II, at skeske@fnal.gov or 630-840-3323.
