About this file
This is an Engineering Specification document for a superconducting dilution refrigerator system to be procured by Fermi National Accelerator Laboratory (Fermilab) under the Superconducting Quantum Materials and Systems Center (SQMS) initiative. The specification details technical requirements for a single Device Assembly capable of continuously maintaining temperatures below 30 mK for workforce development, research, and training in superconducting systems and quantum device development. The procurement is managed through Fermi Forward Discovery Group, LLC (FFDG), with delivery required to Fermilab's Batavia, Illinois location within 15 calendar months of purchase order award.
Key technical requirements include: achieving base temperatures at or below 30 mK with specified cooling power at multiple temperature setpoints (0 µW at 30 mK, 15 µW at 50 mK, 250 µW at 100 mK); cooldown capability from ambient to base temperature in under 32 hours; continuous operation for minimum 336 hours; temperature stability across multiple operating ranges with accuracy requirements varying by thermal stage (1-3 mK at MXC); and accommodation of experimental loads up to 12 kg at the mixing chamber and 3 kg at the still plate. The Device Assembly must include thermometry calibrated to specified absolute accuracy levels, heater systems with PID control, at least four RF coaxial lines with superconducting sections, 48 DC wiring lines with superconducting elements, optical fibers, comprehensive control software compatible with Windows 11, and support infrastructure including cryocoolers, gas handling systems, vacuum pumps, and mounting frames with vibration isolation. Materials specifications require specific copper alloys (gold-plated for lower temperature stages), aluminum or stainless steel for outer vacuum chambers, and Viton O-rings. All electrical equipment must be NRTL-listed with 10,000 ampere short-circuit withstand rating. Design verification includes manufacturing readiness review, shipping readiness review, and on-site acceptance testing with up to three months of vendor technical support at no cost if performance criteria are not initially met. Documentation deliverables include quality control and manufacturing inspection plans, detailed P&IDs, component specifications, valve sequencing documentation, safety analyses, installation and operation manuals, and leak-rate certifications at 10⁻⁹ mbar L/sec for fabricated fluid handling components.

2. Introduction
The Superconducting Quantum Materials and Systems Center (SQMS) led by Fermi National
Accelerator Laboratory (Fermilab) seeks to procure a dilution refrigerator capable of continuously maintaining temperatures below 30mK. This refrigerator will be featured in the new Training
Platform at SQMS to provide dedicated cryogenic infrastructure supporting workforce development and research in superconducting radiofrequency systems, optical device measurement, and quantum device design and development.
The refrigerator is intended to support rapid cooldown and turnaround cycles, enabling frequent sample and device exchange to facilitate high-throughput training, experimentation, and measurement programs. This system will position Fermilab as a leader in training the next generation of the quantum science and engineering workforce, along with contributing to other research and development areas such as superconducting materials, cavities, quantum systems and entanglement-enhanced sensing. Because of this, Fermilab desires a refrigerator with smaller capacity and quicker cooldown time compared to alternative large dilution refrigerator solutions enabling faster experimental turnaround times and device measurements, and accessibility for training and instructional use.
