About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) is soliciting proposals for the Southeast Right Whale Early Warning System (EWS), a critical marine conservation service focused on monitoring North Atlantic right whales. The contract involves conducting aerial surveys in the Southeast United States from Cape Canaveral, Florida to Savannah, Georgia, with the primary objective of detecting and monitoring right whales during their winter calving season from December 1 through March 31. Contractors must provide a multi-engine aircraft with two pilots and at least three scientific staff, capable of conducting daily surveys with up to 6 hours of flight time and a maximum of 350 flight hours per season. The evaluation will prioritize technical capabilities, with offerors required to demonstrate experience in marine mammal surveys, photo identification, and data collection. Key deadlines include questions due by 5:00 PM EDT on March 21, 2025, and quotation submissions due by 5:00 PM EDT on April 9, 2025.
The solicitation is an unrestricted, full and open competition under FAR Part 12 for commercial products and services, with no specific small business set-aside. The contract is structured as a Firm-Fixed Price purchase order with a one-year base period and four potential one-year option periods, effectively spanning from June 15, 2025, to June 14, 2030. The place of performance is St. Petersburg, Florida, with an anticipated total of 350 flight hours per season. Funding for the project will come from multiple agencies, including the U.S. Army Corps of Engineers, U.S. Coast Guard, and U.S. Navy. Deliverables will include weekly performance records, photo-identification data, survey effort data, and an annual report to be submitted by May 31. The contract falls under the NAICS category 541370 for Surveying and Mapping Services and PSC category B516 for Special Studies/Analysis of Animal and Fisheries.
