About this file

This document is an Amendment (0001) to a federal solicitation for the Southeast Right Whale Early Warning System. The amendment provides detailed responses to six questions from potential contractors regarding survey requirements, including specifications for digital photography (minimum 20 megapixel cameras), data sharing protocols (using Google Drive), communication methods with vessels (marine VHF radio and satellite telephone), and stakeholder information distribution processes.

Key technical requirements include using manned aircraft with at least three staff members (two observers and one ground contact), mandatory marine mammal observer training, and specific communication equipment. The amendment explicitly prohibits the use of DJI drones, emphasizing the need for trained observers and pilots during whale surveys. The quotation submission deadline remains unchanged at 9 April at 5:00 EDT, and the solicitation is for a one-year base contract with four potential one-year option periods supporting marine mammal survey and early warning efforts in the Southeast United States.

This amendment 0001 provides answers to the questions received in response to the solicitation.

Additionally, the quotation submission deadline of 9 April at 5:00EDT remains unchanged.

Question 1: What is the resolution or pixel size of the photographs obtained with the ongoing early warning system?

Government Response: Photos should be taken with digital cameras that have at least 20 megapixel, 22 x 15 mm sensors

Question 2: Does the incumbent have a web-based real time portal to share across the organization?

Government Response: Yes, the incumbent and other field teams use Google Drive for sharing photos and other data. The contractor will need a Google Drive account (and sufficient storage space) to store and share photos and related data with NMFS and the other teams.

Question 3: How is information distributed across the stakeholders conducted?

Government Response: While surveys are underway, the contractor's ground contact will disseminate near-real-time sighting messages to the military, shipping industry and other stakeholders using two email addresses as explained under "Issuing Whale Alerts (Sightings)" section of the "EWS Aerial Survey Protocols." At the end of each survey day, the contractor will disseminate that day's whale sighting data and survey effort data to NOAA Fisheries and other SEUS field teams via email and Google Drive, and to WhaleMap.org by uploading data tables to a Google Drive folder. The contractor is not responsible for providing or maintaining these systems; they just need a Google Drive account and email address.

Additionally, the contractor will be required to share some time-sensitive information (e.g., sightings of dead whales, entangled whales) with other field teams and with NMFS via email, text and/or telephone as detailed in the EWS Aerial Survey Protocols.

Question 4: How are comms with vessels conducted?

Government Response: Aircraft and vessels communicate with one another primarily with marine VHF radio. The aircraft must be equipped with a hardwired marine VHF radio system that is integrated into the aircraft's comms system, such that the scientific observers can communicate with one another, their pilots, and vessel crews while wearing their headsets (i.e., a handheld VHF radio is insufficient). The observers must also be able to key the microphone on the marine VHF radio system on their own, independently of the pilots. The aircraft must also be equipped with a satellite telephone, Garmin inreach, or other system for communicating back to their own ground when they are out of VHF radio or cell phone range.

Question 5: What platform or system are you currently using to share real time data across stakeholders for this project?

Government Response: See response #3 above. NMFS maintains the systems that the contractor would use to send real-time whale sighting reports to military and shipping industry stakeholders. The contractor will be provided all guidance on how to use the systems as explained under "Issuing Whale Alerts (Sightings)" section of the "EWS Aerial Survey Protocols." Additionally, the contractor will be required to share some time-sensitive information (e.g., sightings of dead whales, entangled whales) with other field teams and with NMFS via email, text and/or telephone as detailed in the EWS Aerial Survey Protocols.

Question 6: Are DJI drones allowed to conduct the surveys?

1305M325Q0092/0001

Government Response: No, DJI drones are not permitted, as the surveys require manned aircraft. Per the Statement of Work (SOW), Section IX – Tasks (item m, page 4), the requirement specifies:

• "The scientific party shall consist of at least three staff: two ‘observers,’ one positioned on each side of the aircraft during surveys, and a third ‘ground contact,’ who will remain on the ground and disseminate data and manage communications while surveys are underway. At least one observer in the aircraft will be listed as an investigator on a NMFS research permit and be authorized to conduct North Atlantic right whale aerial surveys."

The SOW section titled Early Warning System (EWS) Aerial Survey Protocols (page 2) under “Roles and Responsibilities” states:

• (Para 2) “The scientific party will include a minimum of three marine mammal observers (hereafter ‘observers’) who are trained to fly aboard the survey aircraft, spot and identify marine mammals, collect data, and conduct other survey activities.”

• (Para 3) “At least two trained observers and two pilots will be aboard the survey aircraft during all whale surveys.”
