The procurement will be conducted through a Firm-Fixed Price Purchase order under FAR Part 12 and FAR Subpart 13.5, specifically for the National Marine Fisheries Service's Southeast Regional Office. The solicitation, classified under NAICS code 541370 for Surveying and Mapping Services, will be an unrestricted (full and open) competition with a size standard of $19 million. The complete Request for Quotation (RFQ) package is expected to be released on SAM.gov on March 12, 2025, with a response deadline of April 9, 2025. Potential contractors must be registered in the System for Award Management (SAM) database to be eligible for award.

The purchase order is anticipated to be awarded on or around June 13, 2025, with a performance period consisting of a one-year base period and four additional one-year option periods. While no specific set-aside is designated, contractors must meet SAM registration requirements and be prepared to conduct aerial surveys of marine wildlife. The procurement does not specify a precise award value, but falls within the $19 million size standard for the designated NAICS category. Contractors will need specialized capabilities in marine surveying and mapping services, with a focus on wildlife observation and data collection. The solicitation emphasizes that all documentation will be available exclusively through SAM.gov, and no hard copy solicitations will be issued by the agency.
