The Bureau of Land Management, Battle Mountain District Office seeks mechanical mowing services on approximately 1,978 acres of vegetation across three units in Nevada (Horse Canyon Road, Santa Fe-Ferguson Road, and South Simpson), with quotes due July 30, 2026 at 5:00 PM Mountain Daylight Time. The procurement is set aside for Women-Owned Small Business (WOSB), not competitive 8(a) as initially tagged.

Place of performance spans Lander and Eureka Counties, Nevada. Work runs October 1, 2026 through February 28, 2027, with commencement required within 15 days of the start date. The contractor must cut shrubs and grasses to less than 6 inches off ground in buffer strips (200–400 feet wide depending on unit) using rubber-tired mowing equipment only—no metal tracked vehicles permitted. Operations are restricted to daylight hours and slopes not exceeding 40 percent. The contractor must provide fire suppression equipment consisting of a four-wheel drive vehicle with minimum 50-gallon water tank and 25 gallons-per-minute pump capacity staffed by two personnel, and is responsible for all labor, equipment, materials, weed washing, site cleanup, and compliance with OSHA and Nevada safety requirements.

Evaluation uses Low Price Technically Acceptable (LPTA) methodology under FAR Part 12 and Part 13, with award to the lowest-priced technically acceptable offeror. Only the four lowest-priced quotes proceed to technical evaluation on pass/fail basis. Technical factors require submission of minimum three relevant projects completed or ongoing within the past five years in Great Basin vegetation types (sagebrush, bitterbrush, pinyon-juniper, mixed-grass) with comparable terrain, and a maximum five-page Technical Capability Narrative addressing understanding of scope, proposed approach and equipment, organization and staffing, safety and risk management, and period-of-performance feasibility.
