About this file
This file is a contract clause document that incorporates federal acquisition regulations and Department of the Interior requirements by reference and in full text.
The document identifies clauses required for this federal contract opportunity, which includes both FAR (Federal Acquisition Regulation) clauses and DIAR (Department of the Interior Acquisition Regulation) clauses. Key clauses incorporated by reference include provisions addressing small business set-asides, equal employment opportunity, convict labor prohibitions, service contract labor standards, trafficking in persons, and employment eligibility verification. The contract incorporates deviations to several standard clauses, effective through various dates in 2025 and 2026. Clauses incorporated by full text establish the authority and delegations of the Contracting Officer and Contracting Officer's Representative (COR), with the COR responsible for technical monitoring but prohibited from executing contract modifications, waiving delivery schedules, making final dispute decisions, terminating the contract, or obligating government payment. Additional requirements specify that contractors must submit a release of claims using form DI-137 prior to final payment and submit all payment requests electronically through the Treasury's Invoice Processing Platform (IPP), with invoices requiring contract number, invoice number, transaction dates, line item descriptions, unit prices, quantities, and totals. The document also addresses government supply sources and property handling requirements under FAR 52.245-1, Government Property.
