EVALUATION FACTORS AND BASIS FOR AWARD
South Simpson Mowing NV – Low Price Technically Acceptable (LPTA)
This solicitation will utilize a Low Price Technically Acceptable (LPTA) basis for award.
Evaluation will be conducted in accordance with FAR Part 12 (Acquisition of Commercial Products and Commercial Services) and FAR Part 13 (Simplified Acquisition Procedures), including FAR 13.106‑2 and FAR 13.106‑3.
Award will be made to the lowest‑priced Offeror determined to be technically acceptable.
TECHNICAL ACCEPTABILITY (PASS/FAIL)
Technical acceptability will be evaluated on a pass/fail basis. Offerors must clearly demonstrate the ability to meet all minimum requirements of the South Simpson Mowing NV Project Statement of Work (SOW).
Failure to meet any requirement may result in a rating of Unacceptable and removal from further consideration.
Factor 1 – Relevant Project Experience (Acceptable/Unacceptable)
Offerors shall submit a minimum of three (3) relevant projects completed or ongoing within the last five (5) years, performed as a Prime Contractor or Subcontractor. Projects will be considered relevant when they demonstrate experience conducting large‑scale mechanical mowing treatments in vegetation and terrain conditions comparable to the South Simpson units.
Relevant projects should show the Offeror’s ability to:
Perform mechanized fuels‑reduction mowing in sagebrush, bitterbrush, pinyon‑juniper, and mixed‑grass environments similar to Great Basin vegetation.
Operate heavy mowing equipment (rubber‑tired, durable, capable of clearing natural obstructions such as rocks, roots, uneven ground).
Treat extensive roadside corridors and dispersed tracts with buffers ranging from 200 to 300 feet and navigate varied slopes (generally 5–20%, with required ability to avoid slopes above 40%).
Use GPS‑based boundary compliance, including following project shapefiles in areas where boundaries are not physically flagged.
Implement environmental and safety practices required under similar BLM projects (weed‑wash protocols, fire suppression readiness, avoidance of cultural/wildlife areas, spill prevention, safe operation near wet areas).
Projects that include mechanical fuels reduction, large‑area mowing, vegetation treatment along road systems, or other heavy‑equipment land treatment services in comparable terrain and vegetation communities will be considered most relevant.
Each project submission shall include:
Project name
Period of performance (start and end dates)
Description of work performed, including scope, acreage treated, mastication methods, and project location
Customer/owner name
Customer point of contact information
Total contract value
Evaluation Standard:
An Offeror will be rated Acceptable when the submitted project examples demonstrate clear experience performing large‑scale mechanical mowing treatments in terrain and vegetation conditions comparable to the South Simpson units. To be considered acceptable, the examples must show the Offeror’s ability to:
Conduct mechanized roadside and tract‑based vegetation mowing across varied topography (including slopes up to 40%) and within defined buffers ranging from 200 to 300 feet, consistent with the specifications in the South Simpson SOW.
Operate durable, rubber‑tired mowing equipment suited for sagebrush, juniper, bitterbrush, grasses, and mixed woodland—capable of managing natural obstructions such as rocks, stumps, and uneven terrain.
Implement required environmental and operational practices including weed‑wash protocols, fuel containment, avoidance of cultural/wildlife feature areas, and safe operation near wet areas and designated non‑work zones.
Maintain fire suppression readiness by demonstrating experience providing mobile suppression equipment and safe response to fires ignited during mowing operations.
Follow GPS‑based navigation for unit boundaries and avoidance areas, showing proficiency in maintaining compliance with digital boundary guidance rather than relying on physical markers.
Projects must collectively confirm that the Offeror can complete mowing treatments safely, within defined boundaries, and in conformance with environmental, terrain, equipment, and fire‑readiness requirements comparable to the South Simpson project.
Factor 2 – Technical Capability (Acceptable/Unacceptable)
Offerors shall provide a Technical Capability Narrative (maximum five (5) pages) addressing the following:
Demonstrated understanding of the South Simpson Project SOW, terrain conditions, vegetation types, and treatment objectives
Proposed technical approach, including means, methods, and equipment (e.g., masticators, mulchers, tracked or wheeled carriers)
Organizational structure, staffing plan, and management approach
Safety plan, risk management strategies, operator qualifications, and equipment safety practices
Demonstrated ability to meet the required period of performance, including equipment availability and contingency resources
Evaluation Standard:
An Offeror will be rated Acceptable when the narrative clearly demonstrates the capability, equipment, and technical approach necessary to successfully perform all mastication and vegetation treatment tasks described in the SOW.
Factor 3 – Price (Award Determination)
Price will not receive a technical rating but will be evaluated for fairness and reasonableness in accordance with FAR 12.209 and FAR 13.106‑3.
Price analysis may include, but is not limited to:
Comparison of competitive quotations
Evaluation of historical pricing for similar mastication work
Independent Government estimate
Market research and analysis of commercial mowing service pricing
Award will be made to the lowest‑priced Offeror whose proposal is rated Acceptable under all technical factors.
