Price is evaluated for fairness and reasonableness through comparison of competitive quotations, historical pricing, and market research. Quoters must be actively registered in the System for Award Management (SAM) at the time of quote submission. Questions are due July 24, 2026, with responses posted on or about June 27, 2026. Quotes are due July 30, 2026, at 1700 MDT. The combined attachments include the Statement of Work, Maps, Clause and Provisions, and Wage Determination 1969-0113 for Nevada.

This solicitation will utilize a Low Price Technically Acceptable (LPTA) basis for award. Evaluation will be conducted in accordance with the applicable provisions of FAR Part 12 and FAR Part 13, including FAR 13.106‑2 and FAR 13.106‑3.
Award will be made to the lowest‑priced Offeror whose proposal is determined to be technically acceptable for performing the South Simpson mechanical mowing treatment, including all terrain, equipment, safety, and operational requirements described in the Statement of Work.

EVALUATION FACTORS AND BASIS FOR AWARD
The Government will make a single award for the South Simpson Mowing Project using a Low Price Technically Acceptable (LPTA) basis in accordance with FAR 13.106‑2 and FAR 12.209. 2 Award will be made to the lowest‑priced responsible Offeror whose quote is determined technically acceptable for performing the mechanical mowing treatments and meeting all terrain, equipment, safety, and environmental requirements in the Statement of Work.
All quotes submitted will be considered; however, only the four lowest‑priced quotes will proceed to technical evaluation. Technical acceptability will be evaluated on a pass/fail basis, and price will be evaluated for fairness and reasonableness in accordance with FAR 13.106‑3. 2 Once the lowest‑priced technically acceptable quote is identified, award will be made without further evaluation of higher‑priced quotes.

TECHNICAL ACCEPTABILITY (PASS/FAIL)
Technical acceptability will be evaluated on a pass/fail basis. Offerors must clearly demonstrate the ability to meet all minimum requirements of the Statement of Work (SOW). Failure to meet any requirement may result in a rating of “Unacceptable” and removal from further consideration.
Factor 1 – Relevant Project Experience (Acceptable/Unacceptable)
Offerors shall submit a minimum of three (3) relevant projects completed or ongoing within the past five
(5) years, performed as a Prime Contractor or Subcontractor. Each project submission shall include:
• Project name
• Period of performance (start and end dates)
• Description of work performed, including scope, location, and project size
• Customer/owner name
• Customer point of contact information
• Total contract value
Evaluation of this factor will determine, on an Acceptable/Unacceptable basis, whether the Offeror demonstrates sufficient relevant experience to meet the requirements of the Statement of Work (SOW).
No comparative evaluation between Offerors will be performed.
Factor 2 – Technical Capability (Acceptable/Unacceptable)
Offerors shall provide a technical capability narrative (maximum five (5) pages) demonstrating their ability to perform the required work. At a minimum, the narrative shall address:
• Understanding of the SOW and project requirements
• Proposed approach, including means and methods
• Organization, staffing, and management approach
• Safety, risk management, and operational controls
• Ability to meet the required period of performance
This factor will be evaluated strictly to determine whether the Offeror has demonstrated adequate technical capability to perform the contract requirements. Evaluation will be conducted on a pass/fail basis only. No comparative assessment will be made.
Factor 3 - Price (AWARD DETERMINATION)
Price will not receive a rating but will be evaluated for fairness and reasonableness in accordance with FAR 12.209 and FAR 13.106‑3. Price analysis may include, but is not limited to:
• Comparison of competitive quotations
• Evaluation of historical pricing
• Market research
BASIS OF AWARD
Award will be made to the responsible Offeror whose quote is determined to be technically acceptable and lowest‑priced in accordance with the solicitation requirements and applicable FAR Part 12/13 procedures. Technical acceptability will be evaluated on a pass/fail basis using the criteria in Factors 1 and 2. Only Offerors determined technically acceptable will be eligible for award.
Among Offerors rated Acceptable under all technical factors, award will be made to the Offeror submitting the lowest total evaluated price that is determined fair and reasonable in accordance with FAR
12.209 and FAR 13.106‑3. The Government reserves the right to make award without discussions. If no Offeror is found technically acceptable, the Government reserves the right to cancel the solicitation and re‑solicit or revise the requirements as necessary.
