About this opportunity
The Federal Aviation Administration seeks procurement, delivery, and installation of a fully integrated Haworth furniture solution, design services, and project management for the new South Florida Flight Standards District Office (FSDO) in Plantation, Florida, with proposals due August 25, 2026.
Place of performance is Plantation, Florida at 1600 Southwest 80th Terrace. The facility spans 53,174 usable square feet across Floors 2, 3, and 4, designed to accommodate 318 personnel. The scope includes 263 standard 8x8 Haworth Compose panel system workstations, 3 touchdown stations, 38 supervisor private offices, 10 exam/interview rooms, conference and collaboration furniture, seating, ancillary furnishings, and FAA-branded signage. The contractor must provide all labor for assembly, installation, and configuration in accordance with government-approved Design Intent Drawings, with installation constrained to standard FAA business hours. Work is divided into three CLINs: project management services (CLIN 0001), design services (CLIN 0002), and furniture procurement, delivery, installation, punch-list resolution, and warranty (CLIN 0003). The performance period runs September 1, 2026, through August 30, 2027, as a firm fixed-price contract.
Distinctive requirements include mandatory integration with lessor-installed Haworth Enclose demountable wall systems on Floors 2, 3, and 4; furniture delivery and installation completion by FY27Q2 with occupancy target of FY27Q3; commercial-grade seating with minimum 300-pound weight capacity and ANSI/BIFMA compliance; ergonomic task seating with adjustable backs, lumbar support, and armrests; dual single-monitor arms at workstations; power/data modules in conference tables; lateral filing cabinets at specified locations; and a 12-year commercial warranty (5 years for task lights, electrical components, and textile upholstery). Installation personnel must possess Haworth Compose systems installation certifications. The solicitation is open to any vendor capable of meeting requirements with Haworth products; equivalent manufacturer proposals are not permitted due to integration constraints and fixed schedule requirements.
Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology without tradeoffs. Evaluation factors include past performance experience (minimum two projects valued at $3,000,000 or more completed within the past five years), past performance surveys (minimum two, maximum five from current or past customers), project plan (including swing/phasing plans, FF&E schedules, and specification summaries), and qualified resources (dedicated project management and design services team members with minimum five years of relevant experience). Award is anticipated for a single contract. The FAA intends to make award without discussions, though discussions may be conducted if deemed necessary. Amendments 0001, 0002, and 0003 have attached questions and answers; Amendment 0003 extended the due date from August 21 to August 25, 2026.
