About this file

This is a Statement of Work (SOW) for the Federal Aviation Administration's South Florida Flight Standards District Office (FSDO) relocation project. The FAA Aviation Property Management (APM-300) seeks a complete Haworth furniture solution for the 53,174 square foot facility at 1600 Southwest 80th Terrace, Plantation, Florida, which will accommodate 318 personnel across Floors 2, 3, and 4. The scope includes procurement, delivery, installation, design services, and project management for 263 standard 8x8 Haworth Compose panel system workstations, 3 touchdown stations, 38 supervisor private offices, 10 exam/interview rooms, conference and collaboration furniture, seating, ancillary furnishings, and signage. The contractor must provide all labor for assembly, installation, and configuration in accordance with approved Design Intent Drawings and furniture layout drawings, with installation constrained to standard FAA business hours. Work is divided into three Contract Line Item Numbers (CLINs): CLIN 0001 for project management services, CLIN 0002 for design services, and CLIN 0003 for furniture procurement, delivery, installation, punch-list resolution, and warranty.

Key project requirements include furniture delivery and installation completion by FY27Q2, with occupancy target of FY27Q3, with failure to meet the schedule potentially preventing the FAA from vacating its existing facility per lease obligations. The contractor must coordinate with the APM-300 Project Manager throughout procurement and installation, conduct field surveys to verify compatibility with the lessor-installed Haworth Enclose demountable wall systems, provide comprehensive Operations and Maintenance manuals, and deliver record drawings updated to reflect final installations within specified timeframes. Installation labor must be priced separately from product costs and freight, with personnel required to possess Haworth Compose systems installation certifications. All products must comply with federal, state, local codes including OSHA, International Building Code, and Architectural Barriers Act Accessibility Standards. Warranty coverage commences upon final occupancy with twelve-year coverage for most components (five years for task lights, electrical components, and textile upholstery), with all warranty work provided at no cost to the Government using new manufacturer products only.

PART I – SECTION C

STATEMENT OF WORK (SOW)

PURPOSE

The Federal Aviation Administration (FAA) Aviation Property Management (APM), Project Management Division (APM-300) requires the procurement, delivery, and installation of a complete Haworth furniture solution for the South Florida Flight Standards District Office (FSDO) relocation project. This Statement of Work (SOW) establishes the technical requirements, contractor responsibilities, deliverable obligations, and acceptance criteria for furniture procurement and installation services under this contract.

The Government has determined the required furniture manufacturer to be Haworth, Inc., pursuant to a Brand Name Mandatory justification on file with the Contracting Officer. The justification documents that Haworth products are required due to mandatory integration with the lessor-installed Haworth Enclose demountable wall systems, pre-approved furniture layout drawings calibrated to Haworth dimensional standards, and fixed project schedule constraints that preclude redesign. The solicitation is competitive among authorized Haworth dealers.

The contractor must supply a typed copy of the agreed-upon punch list items within one (1) business day after the walk-through. Work that is deficient in equipment, material, or workmanship or that does not conform to the Contract Documents constitutes defective work. Defective work revealed during inspections must be remedied by the Contractor at no additional cost to the FAA and within the time required by the construction schedule or as otherwise directed by the FAA.

Failure to point out defects or deficiencies will not relieve the contractor of liability for, nor of the obligation to remedy, defective work. No payment, either partial or final, will constitute acceptance of defective work.

Once all punch-list items have been resolved, the contractor must coordinate and attend a final walk-through with the APM-300 PM to ensure completion of the cures.

Upon completion of the project, the contractor must provide photos of the installed furniture to the FAA within 5 days of the project’s completion.

Warranty All labor, material, tools and handling costs associated with warranty work must be provided at no cost to the government. The warranty coverage must commence upon final occupancy.
