About this opportunity
The Oregon Army National Guard (ORNG) is seeking catered meal services for National Guard training events throughout the state, including Individual Duty Training (IDT) weekends and Annual Trainings (AT). The procurement will be executed through multiple Blanket Purchase Agreements (BPAs) with a competitive, firm-fixed price structure. Potential contractors must provide commercially prepared meals that meet specific menu requirements, including detailed breakfast and dinner specifications with precise portion sizes and variety. Responses are due by 2:00 PM PST on March 5, 2025, and must be submitted to richard.a.harvey5.civ@army.mil with a five-page limit plus cover sheet. Evaluation criteria will focus on contractors' ability to service specific geographical regions in Oregon, demonstrate relevant past performance, and meet the detailed meal preparation standards outlined in the government's 14-day meal template.
The opportunity is designated as a total small business set-aside, with particular interest in 8(a), HUBZone, EDWOSB, and SDVOSB firms. The procurement falls under NAICS code 722310 (Food Service Contractors) with a $47 million size standard. While no incumbent contractors are specifically named, the solicitation indicates that multiple BPAs are anticipated at the time of selection and award. All contractors must be registered in SAM.gov and capable of preparing and delivering meals directly, with no third-party establishment meals permitted. The contract will support National Guard training requirements for the fiscal year 2025, with meals to be prepared and served by the caterer or an approved subcontractor, ensuring high-quality, nutritionally balanced meals for soldiers during their training events across various Oregon locations.
