About this opportunity
The Department of Veterans Affairs intends to solicit a 20-year lease for medical facility space in Las Vegas, Nevada, with expressions of interest due June 8, 2026, at 12:00 PM Pacific. This may result in a set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB) under 38 USC Section 8127.
The facility must be located within a delineated area bounded by W Lake Mead Boulevard (north), Las Vegas Boulevard (east), W Spring Mountain Road (south), and S Buffalo Drive (west); outside the 1-percent-annual-chance floodplain; and minimum 400 walkable feet from marijuana dispensaries, firearm stores, shooting ranges, and adult entertainment venues. The space must comprise 23,721 to 27,280 ANSI BOMA Office Square Feet (maximum 30,000 rentable square feet) as a single contiguous floor if possible, with professional appearance and natural lighting in common areas.
Critical technical requirements include minimum 9-foot finished ceiling height throughout; prohibition of VRF HVAC systems; at least one elevator accommodating a 24" x 84" stretcher for multi-story buildings; 6-foot-wide clear patient corridors; and 90 surface parking spaces (25 reserved, 5 ADA-compliant) conveniently located near the building entrance. A preferred criterion is one exterior standby diesel generator with 24-hour fuel tank.
The lease term is 20 years full term with a 10-year firm term, with estimated occupancy May 2027 through May 2028. Anticipated construction and buildout costs range from $6.25 million to $7.5 million. VA makes monthly rental payments in arrears upon facility acceptance and is limited by law to paying no more than appraised fair rental value.
NAICS 531120 (Lessors of Nonresidential Buildings) applies, with $41.5 million small business size standard. SDVOSB, VOSB, and small business firms are encouraged to submit Capabilities Statements with relevant project experience from the past five years and financing capability documentation.
