About this opportunity
The Air Force Test Center at Edwards Air Force Base seeks acoustic sound testing services at Edwards AFB and Nellis AFB under a single-award IDIQ with a 5-year ordering period, with quotes due August 4 at 9:00 AM. This is a 100% small business set-aside (NAICS 541380, size standard $19 million); Amendment 1 (July 22) added a mandatory CMMC Level 1 requirement for award, and Amendment 2 (July 31) closed the question period and attached a Q&A document and site visit clarifications.
Place of performance spans three locations: Edwards AFB Buildings 1020 and 1040 in Kern County, California, and Building 1733 at Nellis AFB in Clark County, Nevada. The Government estimates approximately 754 acoustic test points over 5 years, distributed across 132 ceiling/floor assemblies, 394 wall/vertical partition assemblies, and 228 door/aperture assemblies. Testing supports Sensitive Compartmented Information Facility (SCIF) accreditation and must verify assemblies meet a minimum Noise Isolation Class score of 45, with doors tested separately under ASTM E2964. Contractor personnel must be U.S. citizens, obtain base identification passes via AFMC Form 496, complete Antiterrorism Awareness Level I and OPSEC training within prescribed timelines, and comply with fall protection and OSHA requirements. Second-story exterior wall testing requires boom lift rental at contractor cost. A mandatory site visit was held July 29 at Edwards AFB with attendance deadline of July 23.
The pricing structure includes firm-fixed-price mobilization and site setup per CLIN, per-test unit rates, and not-to-exceed retesting CLINs of $20,000 per building. Offerors must submit technical and price volumes (each limited to 10 pages) plus past performance questionnaires, due by July 29. Evaluation criteria weigh past performance (acoustic testing relevance and quality in secure DoD facilities), technical capability (test methodology, staffing certifications, equipment calibration, data analysis, UFC 3-450-01, UFC 4-010-05, and ASTM standards compliance), and price, with non-cost factors significantly outweighing price. Travel, lodging, meals, and incidentals are included in mobilization pricing with no separate Government reimbursement. The solicitation uses Simplified Acquisition Procedures and RFO 5.201(c) format. Prevailing wage rates under the Service Contract Act apply for Kern County and Clark County per wage determinations effective May 13, 2026.
