Site Visit Clarifications Summary

This document provides clarifications for acoustic testing site visits at three U.S. Air Force facilities: Building 1040 and Building 1020 at Edwards Air Force Base, and Building 1733 at Nellis Air Force Base. All contractor personnel must be U.S. citizens with government escorts at all times. Testing must be scheduled at least one week in advance, with flexible work hours and no planned daily facility inspections unless required. Contractors must budget lift rental costs into their bids, with Personal Fall Protection Systems (PFPS) certification required for lift operators. Government personnel will be vacated from testing areas, and equipment such as servers and HVAC can be turned off during testing with advance notice to the Mission Partner. Previous test results are considered obsolete baseline and should not be relied upon for current assessment.

The first task order, scheduled for September/October 2024, focuses exclusively on Building 1040 at Edwards AFB, covering the building perimeter and the Conference Room ceiling with test point specifications to be provided. Building 1040 contains three secure spaces with no basement, differing construction materials between floors, and an auditorium requiring a boom lift for testing. The entire perimeter must achieve an STC-50 acoustic rating. Two upstairs doors are rated STC-42 while remaining doors are STC-50. Key issues requiring attention include garage door seals in the "domes room" (custom-made doors) and duct silencers added post-construction in Room 103B. Subsequent task orders will address room-to-room and room-to-hallway testing. Building 1020 requires testing across four floors with clarifications pending on lift height and perimeter wall count. Building 1733 at Nellis AFB is architecturally similar to Building 1040 with comparable mobilization efforts expected across all three locations.

Site Visit Clarifications General Requirements

Personnel & Access

• All contractor personnel must be U.S. citizens.

• Escorts are required for contractor personnel at all times.

• Work hours are flexible.

• Testing must be scheduled at least one week in advance.

• No daily facility inspections are planned unless a specific need arises.

Equipment & Safety

• The cost of a lift must be priced into the bid. A lift can be rented from local companies. Base access for a lift can be easily organized.

• Personal Fall Protection Systems (PFPS) certification is required for anyone using the lift.

Testing Procedures

Environment

• Government personnel will be removed from testing areas.

• Equipment such as servers and HVAC can be turned off during testing.

• A list of all equipment that needs to be turned off must be provided to the Mission Partner in advance.

• Note: The building will become very hot if the HVAC is turned off.

• There is no sound masking in the facility.

Test Execution

• Shielding is not being tested.

• If an area fails a test, the contractor and the Government must go through the proper channels to determine the next steps before proceeding. This applies to any air gap, The USG will have a technician available to attempt to remedy the issue immediately allowing a retest while the contractor is still on site.

Task Order Details

• The 1st Task Order is scheduled for October but we are aiming for September.

• Scope of 1st Task Order:

• It is specifically for Building 1040.

• It will cover the perimeter of the building.

• It will include the ceiling of the Conference Room.

• Number of test points will be provided.

• Subsequent Task Orders will cover testing from room-to-room and room-to-hallway.

Building Specifics

Building 1040 (Edwards AFB)

• General:

• Original design drawings for the building are being sourced.

• The building contains three secure spaces and has no basement.

• There is a difference in construction material between the first and second floors.

• The roof can be accessed via stairs or a freight elevator. The freight elevator for lift use is accessible from the back.

• Mission Partner is confirming sound testing does not need to be set up in the man elevator.

• Previous thermal imaging and sound tests have been conducted. Previous testing picked up sounds from environment such as the generators, coolers, etc. While results can be made available, they may be irrelevant to the current scope. All walls have been “touched” since prior testing. New testing should be considered the Baseline, any previous test are OBE.

• Auditorium:

• A boom lift is needed for the auditorium.

• The auditorium has a true ceiling, and testing to the exterior should be done through it. The ceiling is designed to meet an STC-50 rating.

• Doors, Windows & Walls:

• All doors are original. Previous issues were with seals, not the doors themselves. Door testing is still required.

• If a door fails, notify the Government for on-the-spot seal adjustments. If it's not a quick fix, it can be annotated for re-testing later.

• There are two STC-42 rated doors upstairs; the rest are rated for STC-50.

• The entire perimeter must have an STC-50 rating (not an amplified STC-45).

• There are only two windows located upstairs.

• Other Rooms:

• The SAP-F will allow testing with ceiling tiles remaining in place.

• The White control room has a raised floor.

• In the "domes room," there is an issue with the garage door seals. These doors are custom-made.

• Room 103B has duct silencers that were added after original construction.

Test must be conducted anew in this area.

Building 1020 (Edwards AFB)

• This building is completely different from B1040.

• Testing is required for 1st to 4th floor.

• Only some spaces within the building are secure.

• Information on how tall of a lift is needed will be provided.

• Clarification on the number of perimeter walls is pending.

Building 1733 (Nellis AFB)

• This building is architecturally similar to B1040.

• Mobilization efforts for all three buildings are expected to be similar.
