About this file

This is a Questions and Answers document for a Sound Testing Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The Government intends to conduct approximately 754 acoustic test points across three buildings (B1040, Edwards, and Nellis Air Force bases) over a five-year ordering period. Work will be issued through multiple individual Task Orders, each with its own 30-calendar-day performance period from Notice to Proceed. The Government aims to issue the first task order in October 2026. Each task order will be based on "one trip" to the location, with contractors responsible for determining how many test points can be completed per day and scheduling accordingly within the single site visit.

Pricing structure includes mobilization and setup costs under CLIN 0001 for each trip. Over-and-above CLINs (0003, 0006, 0009) are established at a not-to-exceed value of $20,000 per building for retesting; these CLINs should not be priced during IDIQ bidding, and any amounts entered will not be included in evaluation. Pricing derived from the base IDIQ will apply to all task orders without requiring new quotes. Doors must be tested separately under ASTM E2964 rather than combined with wall assemblies. Second-story exterior wall testing requires boom lift rental; contractors are responsible for payment, scheduling, and determining appropriate lift sizes, though the Government will designate outdoor storage space with electrical access. Contractors must ensure personnel have fall protection and OSHA-mandated training. All four floors of Building 1020 must be included in testing scope. CMMC Level 1 requirements flow down to subcontractors, with current CMMC status required prior to award. Information furnished will be limited to Federal Contract Information (FCI), not Controlled Unclassified Information (CUI). Drawing availability is currently limited to B1040, attached to the SAM.gov posting, with refined interior/exterior assembly distinctions available by August 3rd.

Q&A For Sound Testing IDIQ

1. Over & Above CLINs (0003, 0006, 0009). These CLINs are established at a not-to-exceed value of $20,000 per building for retesting. If retesting demand on a given task order exceeds that ceiling, how does the Government intend to handle the additional work — through a modification to the not-to-exceed amount, a separate task order, or another mechanism?

Understanding this will help us price the retesting approach accurately.

a. If the Government determines in the future that increasing the NTE value is in their best interest for completion of the work, then it will be increased through a modification to the IDIQ.

b. NOTE: The NTE CLINs do NOT need to be priced as they already have an established ceiling. Any amounts entered onto this CLIN will not be included in the evaluation process.

2. Composite assemblies and door testing. The Statement of Work permits the contractor to use professional judgment in combining composite assemblies, such as testing a wall containing a door as a single unit. Does the Government require actual performance data for the door itself, for example to support warranty claims or component-level acceptance? If so, doors would need to be tested separately under ASTM E2964 rather than combined with the surrounding wall assembly, which affects both the total test count and the price.

a. Yes we want the door to tested separately.

3. Aerial lift. The Statement of Work requires the contractor to identify exterior test locations at the second floor and above that cannot be accessed from an adjacent roof, and to include the cost of providing, permitting, and operating an aerial lift. Could you confirm whether there are base-specific requirements we should account for at Edwards and Nellis — for example, equipment permitting, safety inspection documentation, or base access and escort requirements for a certified lift operator?

a. Delivery of rental equipment requires driver to be a US Citizen and provide information needed for Visit Request (see SOW for details)

b. See question 18

4. Also, the SOW says the ~754 points for testing is required over a 5-year period of performance under section 2.0 Background. But then under section 5.0 Period of Performance, it says “Work must be completed within 30 calendar days of Notice to Proceed (NTP)”. Can you please clarify?

a. Task Orders will be issued off of the IDIQ and an awarded task order will be the notice to proceed. From the award date of the task order will the work need to be completed within 30 days.

5. Based on section 3.1 of the SOW, there will be several, individual Task Orders (TOs) that identify the exact quantity and location of the test points. Does this mean that the 754 test points across 3 buildings will be split up by these TOs into smaller scopes with their own fees? And each TO is to be completed by the 30 calendar days from NTP of that specific TO? All TOs will be completed over a 5-year period? Is that correct?

a. Yes, the test points will be split up by the task orders, but new fees will not need to be quoted since pricing will be derived from what is quoted for the base IDIQ. Each TO is to be completed by the 30 calendar days from NTP of that specific TO and the task orders will only be issued within this 5-year period.

6. Is there an expected start date for the 1st round of testing?

a. We are aiming for October 2026.

7. Does the CMMC Level I requirement flow down to our subcontractor on this acquisition, and if so, at what level?

a. Yes, Level 1.

8. Will any information furnished to the contractor under this effort be Controlled Unclassified Information (CUI), or is it limited to Federal Contract Information (FCI)? This affects the applicable requirements for both the prime and our subcontractor.

a. This will be limited to FCI.

9. Must a current CMMC status be reflected in SPRS at the time of quote submission, or is it required prior to award?

a. It is required prior to award; however, it is best practice to complete the CMMC as soon as possible to avoid delays in award.

10. Are all estimated 754 acoustic test points required to be completed within the initial

30-day performance period, or will the work be issued through individual Task Orders over the five-year ordering period, with each Task Order having its own 30-day performance period?

a. The work will be issued through individual task orders over the 5 year period with each task order having its own 30 day PoP.

11. Our subcontractor has requested the project drawings in advance to complete their technical review and prepare an accurate quotation.

a. The only drawings we have available at the moment are for B1040 which are attached to the SAM.gov post.

12. Background/Discussion: CLIN 0001 is the mobilization and set up for one trip and includes those items listed in the Supplies/Services column. We don't see a "one trip" duration defined in the SOW. Question: How does the Gov't define "one trip" in terms of the number of days or test points per trip?

a. Each TO will be based on “one trip” to the location. The contractor shall plan how many test points can be completed per day, and schedule how many days are needed to be onsite to complete the TO within the single trip.

13. Is the Government considering the Not to Exceed $20,000 amount a plug number that all offerers should use in the Amount column?

a. No. Do not price this CLIN during the IDIQ bid.

14. Is the government using the NTE amount for IDIQ bid purposes and will the contractor be able to bid a higher amount at time of Task Order bids?

a. Do not price this CLIN. If the Government determines in the future that increasing the

NTE value is in their best interest for completion of the work, then it will be increased through a modification to the IDIQ.

15. Background/Discussion: Section 5.1 states that work must be completed within 30 calendar days of Notice to Proceed. The solicitation also establishes a five-year IDIQ ordering period and references the issuance of Individual Task Orders. Question: Please clarify whether each Task Order issued under this IDIQ will include its own Notice to Proceed and establish its own Period of Performance?

a. Yes, each task order will have its own period of performance. The notice to proceed will be the awarded task order itself.

16. We understand from information provided on the site visit that testing would be limited to the first and second floors only of Building 1020 (excluding the third and fourth floors). Please confirm, as this impacts the boom lift rental and associated costs.

a. All 4 floors need to be part of the task order.

17. While having the number of tests anticipated is helpful, the level of effort for exterior wall assemblies versus interior wall assemblies is very different. The same is true of interior floor/ceiling assemblies versus exterior roof/ceiling assemblies. Is it possible to refine these numbers to further distinguish which tests are on exterior wall assemblies, and which tests are on roof/ceiling assemblies? Likewise, can we list a different fee for additional tests based on whether it is exterior or interior?

a. You may break out your pricing in your bid if you wish to do so, but at the end of the day you need to conform to the current CLIN structure. If additional tests need to be done and they fall under the NTE CLINS, then that will be addressed at the task order level.

b. Refining of interior floor/ceiling assemblies vs. exterior roof can be provided, however due to schedules, this will not be available until Monday August 3rd.

18. Second story exterior wall testing will require rental of a boom lift in order to facilitate testing.

Would you please provide information regarding the process for getting a rental boom lift to the site in terms of base access or any other requirements? Are there any special certifications required for the lift? Will storage be available on-site should consecutive days of use be required?

a. The contractors is responsible for payment and scheduling with whichever lift rental company they choose, they just need to let us know beforehand when they are arriving or once they schedule everything, they can use us as the POC and we can talk to them directly if need be.

b. certifications for the lifts; personnel trained in the equipment they rent with fall protection and OSHA mandated training.

c. The USG will designate an outside space for the lifts to be placed at the end of each workday. Location will provide access to electrical outlets for overnight charging.

d. Be advised, the facility has various size doors within the building, it is the Contractors responsibility to determine what size lifts they should be rented. Not all lifts fit in our building.
