About this opportunity
The Mission and Installation Contracting Command Installation Contracting Office at West Point seeks maintenance and repair services for the USAV Q-7860, a 65-foot harbor ferry, with proposals due September 4 at 1200 PM. The procurement is 100% set-aside for Small Business concerns and carries a Women-Owned Small Business designation; competition is limited to that category.
Place of performance is West Point, NY. The period of performance runs September 15, 2026, through April 30, 2027. The scope encompasses on-condition cyclic maintenance including drydocking, propulsion system replacement (two Twin Disc MG-5065SC marine transmissions, new Northern Lights 9 KW generator), electrical repairs (24V DC battery relocation, bilge pump replacement with 4000 GPH minimum capacity, Webasto Air Top Evo 55 diesel furnace installation), engine room repairs (fire suppression system replacement, shaft and bearing replacement, main engine exhaust piping replacement), hull repair and painting (approximately 40 square feet of topside damage, six zinc anode replacement), and launch with sea trials and simplified stability proof test conducted by a licensed naval architect per 46 CFR 178.330.
Offerors must possess current USCG Master license (Near Coastal minimum with Radar Observer endorsement), Licensed Naval Architect certification, ABYC Marine Electrical Advisor or Technician credentials, manufacturer-certified Twin Disc and Northern Lights Generator technician qualifications, and OSHA Maritime safety certification. All work must comply with American Boat and Yacht Council standards, 46 CFR Subchapter T, and ABS rules. Contractors assume full custody and liability for the vessel from West Point through return and must obtain commercial marine liability and property damage insurance covering full replacement value.
The Government will evaluate on a lowest-price-technically-acceptable basis, with technical capability and quality control plan assessed before price. A mandatory pre-bid site visit occurs August 25 at 0900 hours. Questions are due August 28. Amendment 0002, effective September 1, extends the deadline and posts RFI Batches 1, 2, and 3. PSC code is J020; NAICS is 336612.
