About this file
This is a Women-Owned Small Business (WOSB) Request for Quote (RFQ) for maintenance and repair services for the US Army Vessel (USAV) Q-7860, a 65-foot harbor ferry at the United States Military Academy at West Point, New York.
The solicitation (W911SD26QA118) seeks firm fixed-price quotes for on-condition cyclic maintenance (OCCM) of the vessel, with performance from September 14, 2026 through April 30, 2027. The work comprises five primary line items: (1) drydocking and propulsion system replacement; (2) electrical repairs including battery relocation and bilge pump replacement; (3) engine room repairs encompassing fire suppression system installation, transmission and shaft replacement, and generator replacement; (4) hull repair and painting; and (5) launch, sea trials, and stability testing. The Government will evaluate quotes on a lowest-price-technically-acceptable basis, considering technical capability (certifications, licenses, marine systems expertise, ABYC standards compliance) and price reasonableness. Offerors must submit detailed transit plans addressing vessel transport logistics, crew qualifications, and route feasibility from West Point to their maintenance facility. The contract requires contractors to obtain commercial marine liability and property damage insurance covering full replacement value, maintain the vessel in drydock with utilities provided, conduct mandatory quality assurance hold points throughout performance, and deliver comprehensive as-built drawings in native CAD and PDF formats. All work must meet or exceed American Boat and Yacht Council (ABYC), 46 CFR Subchapter T, and ABS rules. Questions must be submitted by August 28, 2026, with quotes due by August 31, 2026. The Government will make one award for all work and intends to evaluate without discussions, making initial quotes critical.

A. BACKGROUND AND INTENT:
The US Army Vessel (USAV) Q-7860 (Q-Boat) is a military passenger ferry assigned to the United States Military Academy (USMA) at West Point. The vessel is due for On-Condition Cyclic Maintenance (OCCM) in accordance with Army Regulation 750-1.
This will include drydocking, painting, and additional repairs according to the specifications outlined herein. Built in 1981 as a fishing vessel, the Q-7860 operates as a seasonal passenger vessel, providing transportation to USMA cadets and military personnel. The vessel is owned, inspected, and operated by the US Army and crewed by Army civilian mariners. The intent of this contract is to extend the vessel's life cycle by modernizing equipment, systems, and ensuring the vessel's continued seaworthiness and passenger safety.
The work objectives for this OCCM consist of five categories:
1. Drydock
2. Electrical Repairs
3. Engine room repairs
4. Hull repair and painting
5. Launch and trials
The Scope of Work is defined in Section B.5 and specified in the PWS, Section D. These requirements, and the additional repairs and maintenance tasks defined herein, will satisfy this OCCM and extend the vessel's serviceable life cycle.
The government intends to award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The total price shall include all labor, equipment, shipping charges, professional services, materials, overhead, profit, insurance, warranty, and all other expenses necessary to deliver the required specifications. No additional sums will be payable on account of any escalations in the cost of materials, equipment, or labor, or because of the Contractor's failure to properly estimate or accurately predict the cost or difficulty of achieving the results required by this contract.
The following factors shall be used to evaluate offers:
(i) Technical capability of the service offered to meet the Government requirements.
(ii) Reasonableness of bids
(iii) Total price
(iv) Quality Control Plan
The offeror's proposal shall demonstrate proof of technical acceptability through detailed descriptions and/or plans, if requested by the Government. The offeror shall submit a comprehensive Quality Control Plan (QCP) demonstrating their methodology for ensuring workmanship standards and outline the contractor's internal inspection processes, as well as designating a dedicated QC representative. The lowest priced offer will be evaluated for technical acceptability by Government subject matter experts.
Offers that fail to furnish required representations or information or reject the terms and conditions of the solicitation may be excluded from consideration.
B. GENERAL INFORMATION AND REQUIREMENTS:
1. Definition: This Statement of Work (SOW) contains the Government requirements for vessel refit, repair, modernization, and other services required on the USAV Q-7860. This SOW section will also define Contractor requirements and responsibilities.
2. Vessel Scantlings: The general characteristics of the vessel are as follows: Year Built: 1981
Builder: Stapleton Marine, Fort Lauderdale, Florida
Hull Material: Fiberglass Length Overall: 65'
Beam: 19' 06"
Draft: 5'-05"
Displacement: 26.5 tons
3. Contractor Scope: The Contractor shall be responsible for the successful completion of all specifications within the performance period. The Contractor must be able to perform all work requirements and shall provide all facilities, labor, materials, tools, trade and professional services, supplies, testing and equipment to complete all work requirements. Services include but are not limited to supplying the vessel with power, water, heat, access, and security, as applicable. The Contractor is responsible for determining and sourcing all equipment, materials, methods, and planning required to perform all specifications. The Contractor shall also provide any professional and/or trade services (i.e., naval architects, marine electricians, shipwrights, marine engineers, fiberglass technicians etc.), to include subcontracted work deemed necessary to complete all specifications. All work is required to be completed no later than April 30, 2027.
4. Government Scope: The Government's responsibility under this contract is limited to providing the Contractor with safe access to the vessel at its berth in West Point, NY, for pickup, providing necessary vessel documentation/keys, and performing quality assurance inspections, trials, and final acceptance. The Government will not provide transport, crewing, or towing services for the vessel to or from the Contractor's facility. The Government will provide no additional services, labor, materials, or supplemental documentation--to include docking plans, designs, blueprints, drawings, photos, scantlings, or schematics. No Government Furnished Equipment (GFE) shall be provided.
5. Scope of Work: Drydocking, cleaning, and winter storage shall be provided for the duration of the performance period. Underwater propulsion components (bearings, seals, shafts, props) shall be reconditioned or replaced as per the performance work statement (PWS). Repairs are to be made to the vessel's electrical system and specified equipment shall be replaced. Engine room repairs include: replacing the exhaust thru-hulls and installing a new generator, marine transmissions and fire suppression systems. Damage to hull surfaces shall be repaired and the hull shall be painted per the PWS. Launching includes in-water berthing, sea-and-dock trials, and a stability test. The breadth and complexity of work specifications requires the contractor be proficient in designing, building, refitting, surveying, and testing commercial vessels and related marine systems.
6. Contract Oversight and Representatives:
a. The Contracting Officer (KO) is the only government official with the authority to modify the contract, direct changes, or execute final acceptance of all work and authorize final payment. The Contracting Officer's Representative (COR) is delegated by the KO to perform the technical administration of this contract, conduct inspections, and recommend final acceptance to the KO upon successful completion of all work specifications.
b. Technical Representative / QA Specialist: The COR may designate a technical representative or Quality Assurance (QA) Specialist to provide oversight throughout the performance period. This individual may be a government Small Craft Operator, Harbor Craft Supervisor, or another designated Government subject matter expert (SME). This representative is authorized to witness tests, conduct on-site inspections at designated Hold Points, and report progress to the COR, but does not have the authority to modify the terms, conditions, or pricing of the contract.
7. Vessel Transit and Logistics: The Contractor is solely responsible for the safe transit of the vessel from its current berth at West Point, NY (Building 682, Ernst Road, West Point, NY 10996) to the Contractor's facility, and for its return to West Point upon acceptable completion of the contract. Transit may be accomplished under the vessel's own power (crewed by the Contractor), by towing, or by other commercial transport methods (e.g., barge or trailer) at the Contractor's discretion and expense.
Offerors must include a detailed Transit Plan in their proposal addressing the following:
a) The physical address of the facility where the work will be performed.
b) The proposed method of transit (e.g., self-propelled, towed, or hauled).
i. Any safeguards/procedures for dead-ship towing.
c) A detailed description of the proposed route from West Point, NY, to the facility.
