About this opportunity
The National Institute of Allergy and Infectious Diseases (NIAID) is seeking a contractor to operate and manage the Mali Service Center (MSC), a financial services organization supporting NIAID's research activities in Mali and surrounding countries. The Request for Proposals (RFP No. 75N93025R00007) requires a contractor to provide comprehensive management services including financial management, accounting, human resources, project management, procurement, facilities support, and administrative coordination for research grants and contracts. Technical evaluation factors will prioritize Technical Approach, Management Approach, Corporate Experience (with emphasis on operations in Francophone Africa), and Qualification of Personnel, with non-cost factors being significantly more important than cost. Potential offerors must submit proposals electronically by January 23, 2025, at 3:00 PM local time, with questions due by December 23, 2024. Contractors must maintain adequate accounting systems and have staff fluent in both French and English.
The solicitation is set aside exclusively for small businesses and will result in an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five-year ordering period from February 27, 2025, through February 26, 2030, with a potential six-month extension. The incumbent contractor is The Mitchell Group, Inc. (TMG), and the contract has a minimum value of $10,000 and a maximum value of $45,000,000. The contract will support approximately 250 staff members, with expectations of 3-5 active Task Orders at any time and around 50 international trips annually. The place of performance is in Rockville, MD, with primary operations in Mali, specifically near the University of Sciences, Techniques and Technologies of Bamako (USTTB). Task orders may be Time and Materials/Labor Hour or Fixed Price type, and the government anticipates making a single award, though reserves the right for multiple awards.
