About this file
This document provides additional technical proposal instructions and formatting requirements for the Operation and Management of the Mali Service Center (MSC) solicitation. It outlines a mandatory 30-page limit for technical proposals (excluding resumes/CVs) and specifies five main sections: 1) Proposal Title Page with RFP information and UEI number, 2) Technical Proposal Overview limited to one page describing proposed services, subcontractors, and key personnel, 3) Technical Capability detailing ability to perform SOW tasks and including a draft transition plan, 4) Corporate Experience demonstrating international work experience, and 5) Qualification of Personnel including staffing plans, training documentation, and resumes.
The instructions emphasize that offerors must carefully consider the Statement of Work, reference materials, Technical Evaluation Criteria, and full RFP when developing their proposals. Subcontractors must be clearly identified along with their specific tasks and integration approach. All information must follow the prescribed order and format, with any pages exceeding the 30-page limit being excluded from technical review. This document serves as both formatting instructions and the required table of contents structure for technical proposals responding to this solicitation.

ADDITIONAL TECHNICAL PROPOSAL INSTRUCTIONS,

Operation and Management of the Mali Service Center (MSC)
It is strongly recommended that Offerors use the following template as the Table of Contents for the Technical Proposal. All information presented in the Technical Proposal should be presented in the order specified below.
These additional Technical Proposal instructions reflect the requirements of the RFP and provide specific instructions and formatting for the Technical Proposal. The information requested in these instructions should be used to format and prepare the Technical Proposal and should be used as a Table of Contents for your Technical Proposal.
Offerors should follow the instructions in Section E of the solicitation, and include the information requested here.
Offerors are advised to give careful consideration to the Statement of Work, all reference materials, and attachments, the Technical Evaluation Criteria, and the RFP as a whole in the development of their Technical Proposal.
Offerors proposing subcontracts to perform portions of the Statement of Work should clearly identify the specific tasks for which they plan to utilize subcontractors, as well as the method and level of integration/coordination between the prime contractor and all proposed subcontractors, and the expected advantages of such an approach.
Offerors are reminded that the total page limitation for the entire Technical Proposal is 30 pages including all appendices and attachments with the exception of the Resumes/CVs.
Any pages in excess of this limit will be expunged from the proposal and will not be considered in the technical review.
