About this file
This is a Sample Task Order Statement of Work attachment for the Management and Operation of the Mali Service Center (MSC), designed to assess offerors' capabilities rather than for actual execution. The Task Order requires the contractor to implement a procedural system for disbursement and accounting of monthly operating expenses at USTTB and associated Mali ICER field sites for five DIR laboratories: Immunogenetics, Malaria Immunology and Vaccinology, Malaria and Vector Research, Parasitic Diseases, and Virology.
The key requirements include conducting monthly meetings with DIR laboratories and NIAID staff to manage budgets, reconcile expenditures, identify funding gaps, plan travel, and communicate policies. The contractor must deliver monthly pipeline analyses for each laboratory's funding status, submit invoices within two months of billing periods with separate line items per laboratory, and provide a final financial report two weeks before the performance period ends. The MSC provides administrative oversight of travel, material purchases, and management of NIAID-funded intramural projects, Special Projects, grants, and contracts in Mali and surrounding regions.
