About this file

This is an attachment to an RFP providing additional business proposal instructions and uniform cost assumptions for the Operation and Management of the Mali Service Center (MSC). The document outlines requirements for submitting cost proposals under an anticipated IDIQ contract with various task orders of either time & materials or firm fixed price type.

The instructions specify that offerors must submit fully-loaded labor rates for each labor category across all 5 years of performance, including costs for fringe benefits, overhead, G&A and profit. A detailed staffing plan is provided with estimated levels of effort for both US/Home Office positions (Project Director 35%, Senior Program Manager 50%, Financial Manager 25%) and Mali Service Center positions (ranging from 50-200% effort across various roles). The document includes specific Not-To-Exceed amounts for other direct costs like travel (local/domestic and international), consultants, insurance, vehicle costs, laboratory operations, medical services, and facility operations across all 5 years. Travel costs must align with GSA per diem rates and offerors must include their travel policy in the business proposal.

ATTACHMENT 7: ADDITIONAL BUSINESS PROPOSAL INSTRUCTIONS

AND UNIFORM COST ASSUMPTIONS

Operation and Management of the Mali Service Center (MSC)

In addition to the format requirements for the Business Proposal that are contained in Section L of the solicitation, the information presented in this section of the RFP is intended to provide uniform cost assumptions and business clarifications.

Offerors are advised to give careful consideration to the Statement of Work, all reference material provided as attachments, the Technical Evaluation Criteria, and the RFP as a whole, in the development of your proposal. The information requested in these instructions should be used as a guide for the development and formatting of your Business Proposal. Offerors should consider and include the information requested here, as well as any other information which will benefit the proposal.

BUSINESS PROPOSAL – TABLE OF CONTENTS

Offerors must submit a single complete and independent Cost Proposal for the RFP to which they are responding.

An IDIQ contract is anticipated with various Task orders, of either a time & materials (T&M) or firm fixed price type.

Offerors proposing to the Task Order shall provide its per hour labor rate for each labor category and skill level across all years of the Task Order contract performance as part of the offeror’s business proposal.

The Table of Labor Rates must be included as part of the offeror’s business proposal. The labor rates must be fully loaded, as in each per hour rate must include applicable costs for fringe benefits, overhead, General and Administrative (G&A), profit, etc. The labor rates an offeror provides in its proposal shall be incorporated into the contract as the schedule of prices which an offeror must provide in response to task orders. Offerors are encouraged to provide their best value available labor rates and identify any discounts applied or previously negotiated, such as GSA schedule labor rates to ensure an agency receives the best value at the lowest overall costs. Consequently, the awardee(s) will not be able to propose cost adjustments or profit mark-up on top of its labor rates when it later proposes in response to future task orders.

Proposal instructions listed below apply to offerors proposing to the RFP for the Operation & Management of the Mali Service Center.

SECTION 1 – PROPOSAL COVER SHEET (use form NIH 2043 identified in Section J of the Solicitation)

SECTION 2 – COST OR PRICE SUPPORT

Section L of the RFP specifies the minimum documentation requirements for cost data and all cost related support. All related documentation should be included in a clearly marked section of the proposal.
