About this opportunity
The Defense Logistics Agency (DLA) Energy is soliciting proposals for the supply of specialized aerospace gases and related services under Solicitation SPE601-26-R-0304. The procured products include Aviator Breathing Oxygen (Type II), Liquid Argon (Type II, Grade A), Nitrogen Propellant Pressurizing Agent (Type II, Grade B), Liquid Nitrogen in multiple grades, Technical Nitrogen (Type II, Grade B), and Oxygen Propellant (Type II, Grade A), all meeting specific military performance specifications such as MIL-PRF-27210J, MIL-PRF-27415D, and CGA G-10.1. Offerors must demonstrate technical acceptability through detailed technical proposals covering daily production capability, plant storage capacity, in-process quality control procedures, and quality sampling plans, with vendors not directly manufacturing products required to provide written supply commitment letters from the fill plant or production facility owner. The government will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) methodology, considering technical acceptability, past performance (rated Acceptable/Unacceptable/Neutral), pricing, and small business subcontracting commitments. The current offer deadline is March 2, 2026, at 3:00 PM Central Time, with the solicitation having undergone five amendments since its original January 6, 2026 posting date.
This solicitation does not carry a small business set-aside designation. The contract represents a firm-fixed price requirements contract with a five-year performance period from July 1, 2026 through June 30, 2031, and includes an optional six-month extension through December 31, 2031. Deliveries will be made to 14 military installations across the U.S. Midwest region, including Tinker Air Force Base (Oklahoma), Peterson Space Force Base (Colorado), Vance Air Force Base (Oklahoma), Cannon Air Force Base (New Mexico), Altus Air Force Base (Oklahoma), Little Rock Air Force Base (Arkansas), Kirtland Air Force Base (New Mexico), White Sands Missile Range (New Mexico), and multiple Air National Guard bases in Iowa, Montana, Minnesota, Colorado, and Oklahoma. Estimated quantities vary significantly by product and location, ranging from 1,500 to 1,347,000 units across the contract period, with government-owned storage tanks at most delivery sites. The pricing worksheet includes historical market data and government estimates from previous contracts, with offerors required to submit unit prices in two decimal places for all line items covering base gases and ancillary services such as equipment installation/removal, expedited delivery, detention costs, and telemetry monitoring fees.
