Evaluation uses Best Value/Trade-off procedures with technical factors (Title Evidence Capability and Texas Licensure; Capacity to Support Government Real Property Acquisitions; Escrow Service Capability) combined approximately equal in importance to Price. Past Performance is evaluated pass/fail/neutral based on Title Search and Commitment Precision, Responsiveness, Escrow Security and Financial Fidelity, Timeliness and Agility, and Resource Availability. Offerors must submit a four-page technical narrative, completed Small Business Representations (Exhibit D), two past performance references with full contact information, and fixed-price proposals with no hourly rates acceptable.
