About this opportunity
The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE) is issuing a competitive Request for Quotation (RFQ) to establish a single-award Blanket Purchase Agreement (BPA) for the delivery and installation of Cisco and Poly brand Virtual Teleconferencing (VTC) equipment packages. The objective is to provide a turnkey multimedia solution to enable real-time remote meetings across various ICE locations. The RFQ requires a two-phase down-select process, with Phase 1 focusing on management approach and Phase 2 evaluating corporate experience, past performance, and pricing. Award will be made to the quoter providing the best value based on a tradeoff analysis of technical and price factors. Quotes are due by July 18, 2024, and questions must be received by July 10, 2024.
This acquisition is set-aside for small businesses under the Historically Underutilized Business Zone (HUBZone) program. A non-manufacturer waiver has been granted to allow for the procurement of Cisco and Poly VTC equipment, as these are the only products compatible with ICE's existing IT infrastructure. The estimated contract value is not to exceed $17 million, with individual orders limited to $7.5 million. The period of performance is five years, and the place of performance is various locations across the United States, including Alaska and Hawaii.
