About this file
This document is a Request for Quotation (RFQ) issued by the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ) on behalf of the Office of the Chief Information Officer (OCIO). The RFQ solicits HUBZone contractors to enter into a single Blanket Purchase Agreement (BPA) for the delivery and installation of Cisco and Poly brand Virtual Teleconferencing (VTC) equipment packages at various sites across the United States, including Alaska and Hawaii.
The VTC equipment packages include all work associated with the installation, configuration, testing, coding, travel, and training. This is a two-phase down-select procurement, with the intent to minimize costs for Quoters with little to no chance of receiving an award. The Government intends to award a single BPA to the responsible Quoter whose quote provides the overall best value considering technical and other factors. All calls will be issued Firm-Fixed Price.

Office of Acquisition Management U.S. Immigration and Custom Enforcement U.S. Department of Homeland Security Washington, DC 20528
To: HUBZone Quoters
Subject: Request for Quotation (RFQ) for Cisco & Poly Video Teleconferencing Equipment
& Installation.
The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), on behalf of the Office of the Chief Information Officer (OCIO) is issuing this competitive RFQ to solicit contractors for the purpose of entering into a Blanket Purchase Agreement (BPA) for the delivery & installation of Cisco and Poly brand Virtual Teleconferencing (VTC) equipment packages. The VTC equipment will be installed at various sites across the United States (including Alaska & Hawaii) and its outlying areas. The VTC equipment packages include all work associated with the installation, configuration, testing, coding, travel and training of the equipment and personnel. This RFQ does not commit the Government to pay for the preparation and submission of a quotation.
The BPA competition will be conducted pursuant to FAR Part 12 & 13, set aside for HUBZone contractors. The North American Industry Classification System (NAICS) code is 541519 – Information Technology Value Added Resellers with a small business size standard of 150 employees. The Product Service Code (PSC) is 7E20 – IT and Telecom End User: Help Desk. FAR Parts 8, 14 and 15 are not applicable to this RFQ.
A two-phase down select strategy will be used for this procurement. The intent of the down-select is to minimize development and other costs for those Quoters with little to no chance of receiving an award.
Quoters who are advised not to proceed may elect to continue their participation in the procurement.
Any quotation that is non-compliant with any requested submission requirements of this RFQ may immediately be removed from further consideration.
It is the Government’s intent to award a single BPA to the responsible Quoter whose quote, in conforming to the RFQ, provides the overall best value to the Government considering technical and other factors. All calls will be issued Firm-Fixed Price.
Thank you for your consideration of this request.
Sincerely, Isaac Raymondi Contracting Officer
