About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center is seeking a contractor to provide comprehensive radome replacement services for the Atmospheric Early Warning System (AEWS), which consists of 36 operational AN/FPS-124 Short Range Radar sites across Canada. The procurement requires production and installation of 28-foot composite radome assemblies, spare parts, data deliverables, travel services, shipping, training material development, and disassembly and disposal of legacy radomes. This is a single-award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with a five-year base period and potential two-year extension, utilizing both fixed-price and cost-reimbursement pricing arrangements. Evaluation will be conducted using a best value approach where technical factors significantly outweigh cost, focusing on radome design and materials, manufacturing and production capabilities, installation and removal processes, and testing and quality assurance. The original proposal deadline was September 29, 2025, but has been extended to October 3, 2025, with the question deadline having closed on August 22, 2025.

This solicitation uses full and open competition with no set-aside designation, making it available to all eligible contractors under NAICS code 811210 with a small business size standard of $34 million in annual receipts. No current incumbent contractors are specifically identified in the available documentation. The contract includes a minimum guarantee of $10,000 and an estimated maximum value of $21,744,000, with additional placeholder funding of $3.7 million for "Over and Above" work. The procurement covers replacement of 37 radomes across multiple Canadian territories including Northwest Territories, Nunavut, and Newfoundland and Labrador, with installations scheduled between 2026 and 2032. Performance will occur at remote radar sites throughout Canada, with the primary contracting location at Hill Air Force Base in Utah, requiring extensive coordination with Canadian Department of National Defense and compliance with international shipping and immigration regulations.
