About this file

This document is a comprehensive Q&A file for a federal contract opportunity for the AN/FPS-124 Radome Replacement Program. The solicitation is an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract issued by the Air Force Life Cycle Management Center (AFLCMC) for replacing radomes at 36 operational Short Range Radar sites across Canada. The contract will span five years with a two-year extension option, covering production and installation of 28-foot composite radome assemblies, spare parts, data deliverables, travel, shipping, training materials, and legacy radome disposal.

Key details include a solicitation number FA821725RB003, with proposals due by September 29, 2025, and a contract value using mixed pricing arrangements (Fixed Price and Cost Reimbursement). The procurement involves multiple Contract Line Item Numbers (CLINs) for various services, with estimated quantities of 37 radomes across different ordering periods. Offerors must be registered with the Joint Certification Program (JCP) Office to access technical documents on SAM.gov, and the contract will be awarded using full and open competition. The work involves complex logistical challenges, including international operations in remote Canadian locations, with specific requirements for site surveys, radome manufacturing, installation, and disposal.

44Attachment 1 - PWS2.5.3Can the Government please confirm if there are required pre-deployment medical clearances? If so, is there a required provider of those medical clearances (i.e., military clinic)? The Government confirms that there are no specific pre-deployment medical clearances required for contractor personnel performing radome replacement work under this contract, beyond standard occupational health and safety requirements and any requirements stipulated in the solicitation documents. Contractors are responsible for ensuring their personnel are medically fit to perform the required tasks safely.
45Attachment 1 - PWS2.5.3Can the Govt please confirm that costs for visas, taxes, tariffs, tax implications, etc. are allowable costs under the Travel CLIN?Visa costs would be allowable to the travel CLIN, but not Tariffs.
46Attachment 1 - PWS2.5.3Will the Government provide medivac services, if emergencies arise? Or is this something that would be covered under the "Over and Beyond CLIN" and priced by the Contractor?Over & Above is not an appropriate use. Stated within PWS, The Contractor is responsible for the safety and health of all sub-contractor's employees during the performance of this contract. Contractors are liable to adhere to Occupational Safety and Health Act (OSHA) and the DoDD 4715.1E, Environmental, Safety, and Occupational Health (ESOH), Canadian Occupational Health and Safety Act, R.S.O. 1990, c. O.1 and Canada Labour Code (R.S.C., 1985, c. L-2).
47Attachment 1 - PWS2.5.3Due to the information sharing with Canada, will a DD2345 be required for this scope of work?A DD2345 is required to receive the technical documents identified within the PWS. Paragraphs 1.6 and 1.7.

Offerors should factor all relevant costs, including tariffs, customs duties, and marking/labeling expenses, into their proposed prices.
50Attachment 1 - PWS3.1.1 Program Management"The Program Manager or alternate shall be available during administrative duty hours." Since this work will be performed in 4 -5 time zones, can you further define administrative duty hours? For the purposes of this contract, "administrative duty hours" are defined as the standard duty hours of the Government Program Manager and Contracting Officer Representative (COR). These hours are between 0600 to 1700 Mountain Standard Time (MST), excluding Federal holidays. The Government will provide advance notice of any significant changes to these standard duty hours.
51Attachment 1 - PWS3.1.1.2.2 Integrated Master Schedule (IMS)"The format must be in Microsoft Excel and delivered in Adobe Acrobat PDF." In section 4.9, the verbiage is "The format must be in Microsoft Project delivered in Adobe Acrobat PDF." Can the government clarify - should the IMS be in MS Project format or Excel?Acceptable method of delivery will be revised within PWS to clariy Excel as an acceptable format
52Attachment 1 - PWS3.1.1.2.4 Requirements Traceability Verification Matrix (RTVM)Missing Radome Engineering
Specification (Document No.: 20250726 CAGE: 98747) section 4.1 Verification Index. All documents referenced were loaded on SAM.gov. Access can be requested via SAM.gov.
53Attachment 1 - PWS3.1.1.2.6 Site Survey Report"The site survey report shall cover items within Table 5 and be submitted NLT 90 days after receipt of order" Due to the austere locations and accessibility of the sites will the Government allow site surveys to be done incrementally or extend the NLT date to 1 year after receipt of order?
For example, if this is ordered on 1 Oct 25, the site survey would need to be completed NLT 1 Jan 26 which is the winter season and accessibility to sites may be limited. As a result, can the Govt change the NLT 90 days to "NLT 365 days" from ordering period. The site survey report will be defined as the government projects surveys can be achieved. Not all sites will be tasked within the same period of performance/task order therefore 90 days is an acceptable period of performance to achieve site surveys
54Attachment 1 - PWS3.1.3.1.1 Retention for Future ProjectsWould the Government confirm this section only applies to materials which are not GFx?Yes
55Attachment 1 - PWS3.1.3.1.1 Retention for Future ProjectsIs the Govt providing storage options on and off site as GFx? If so, where are these storage options located? As defined within the PWS "Contractor shall arrange for and store material, packaging, tooling, and equipment at the sites with the local maintenance group, or with Government PM or COR if the local maintenance group is unable or unresponsive." All equipment is the sole responsibility of the contractor and placement or storage must be arranged with each theater
56Attachment 1 - PWS3.1.3.1.2Can the Government confirm a Letter of Support/Govt Sponsorship Letter will be provided for visas? The Government is unable to provide legal advice regarding US work visa requirements. It is the contractor's sole responsibility to ensure all field personnel have the necessary legal authorization to work in the US and Canada.
57Attachment 1 - PWS3.1.4 Radome Assembly and Accessory Production and Shipping"All material packaging and spares shall be manufactured and prepared for shipment NLT ninety (90) days after receipt of order." Due to numerous unknowns, a 90-day production timeline may be unfeasible. Would the government consider adjusting the stated production time (e.g., 180-days) as radome manufacturers are working multiple contracts across federal customers? This 90-day requirement is overly restrictive and not conducive to current industry conditions. This requirement is intentional and designed to encourage innovative solutions and efficient processes. Offerors are expected to leverage their expertise and resources to develop a plan that meets the specified timeline or provide a credible delivery period within their proposal.
58Attachment 1 - PWS3.1.4 Radome Assembly and Accessory Production and Shipping"All material packaging and spares shall be manufactured and prepared for shipment NLT ninety (90) days after receipt of order". Will the Government consider allowing the contractor to determine best manufacture and shipping timeline?Same answer as above?
59Attachment 1 - PWS3.1.4.3.1 Radome Packaging Requirements"Max Weight (lbs.): 2000", "ISO Shipping Container Specifications" Due to weight and shipping constraints will the government allow a trade study to determine best shipping method?Due to the logistical complexities of transporting materials to remote sites via helicopter and the need to ensure the safe and secure delivery of equipment, the Government requires adherence to the specified ISO shipping container specifications and the 2000 lb weight limit.
60Attachment 1 - PWS3.1.4.3.2 International Standards for Phytosanitary Measures (ISPM No. 15) RequirementsWill the Government provide the International Standards for Phytosanitary Measures (ISPM No. 15)?This can be located via internet search
61Attachment 1 - PWS3.1.4.4.1 Commercial Engineering Design Data and Associated Lists"The Contractor shall deliver product-level 3D models and 2D drawings for use by the Government." What formats of models and drawings will the government accept? For TDP data format types, consult the TDP Option Selection Worksheet located within the A014 Technical Data Package pdf portfolio
62Attachment 1 - PWS3.1.5.2It is unclear whether or not the Prime and Subs/Vendors need any personal security clearances to access the various long range sites. Are there personal clearances needed? If so, what level?Security clearances are not required for this effort.
63Attachment 1 - PWS3.1.5.2Based upon the answer to above question, will a DD254 please be provided in an Amendment?A DD254 is not required.
64Attachment 1 - PWS3.1.5.2What Canadian security requirements should the Contractor be aware of?Personal security clearances are not required for this effort.
65Attachment 1 - PWS3.2.2 Radar and Facility ProtectionMissing the Government approved Radar and Site Facility Protection Plan for each specified site.Per PWS 3.1.1.2.5 "... the Contractor shall develop and submit a comprehensive Radar Protection Plan..." "... shall be submitted to the Government for approval no later than 90 days after receipt of the task order."
66Attachment 1 - PWS3.2.6"3.2.6 Contractor Warranty and Liability - The Contractor shall remain liable for the correct installation of the radomes, including any defects or non-conformities, for a period of 12 months from the date of completion of the installation." This is an unreasonable expectation, given the lack of ability to access the radomes post installation period and provide any preventive maintenance on these radomes. Additionally It is assumed that after acceptance (post installation) responsibility of the radomes would transfer to the O&M contractor .

Will the Govt consider removing this onerous warranty? PWS will be amended to state the 12 month warranty period is intended to cover delamination, leaks, and other faults present in a radome as a result of insufficient installation procedures, manufacturing defects, or damage during shipping. The contractor is not expected, as a baseline, to maintain regular site visits to perform preventative maintenance during or after this warranty period. The length of the 12 month period was chosen to account for infrequent site visits by current O&M teams and seasonal weather playing a large factor in revealing faults.

Per the radome specficiations, "The panels shall be designed to operate under operating conditions without delamination for 20 years." (3.1.2.16) and "Maintenance shall not be necessary in order to assure there is no loss of hydrophobicity or no delamination or panel joint seals over 20 years..." (3.2.6).

67Attachment 1 - PWS3.2.6 Contractor Warranty and LiabilitySection 3.2.6 conflicts with FAR 52.246-25 Limitation of Liability-Services incorporated into the solicitation. Will the Government confirm that the FAR provision controls?FAR 52.246-25 has been removed from the solicitation. PWS Section 3.2.6 controls.
68Attachment 1 - PWS3.2.6.2 Correction of DefectsSince external factors outside of the Contractor's control may affect the function of the radar system independent of the work being performed during radome construction, would the Government amend the Correction of Defects statement to read: The Contractor shall correct any defects or non-conformities as a direct result of radome installation at no additional cost to the Government. The PWS will be revised to state "The Contractor shall correct any defects or non-conformities as a direct result of radome manufacturing and radome installation at no additional cost to the Government."
69Attachment 1 - PWS3.2.7 Legacy Radome Material Disposal and RemovalWill the Government provide us with additional details of the Composite Radome packaging containers referenced in the section? The containers referenced in 3.2.7 are the same containers the Contractor will be using for the packaging of the Replacement Radome, the details of which are to be proposed by the Contractor.
70Attachment 1 - PWS5.1.1 Short Range Radar Site Shipping AddressesWill the government provide the latitude and longitude for each site or a KMZ file with site locations? The site locations will be provided within assigned task orders
71Attachment 2 - Section LL.1.3.1If an offerors proposal contains CUI, will the Government please confirm the offeror can use the DOD SAFE (in lieu of PIEE) as a submission method as offered in PWS Section 2.4.2? If so, please provide submission instructions. It is confirmed that offerors can use the Solicitation Module within PIEE to submit proposals containing CUI. DAFRS PGI 205.102-70 - The Solicitation Module within the PIEE, provides DoD a secure and auditable mechanism to request and receive proposals from industry.
72Attachment 2 - Section LL.1.4Due to the dependence on questions/answers and requested technical documentation missing from the Final RFP package, we respectfully ask for a proposal due date extension of no less than 30 days from date of documentation release?RFP deadline has been extended one week. Proposals will be accepted until 29-Sep-2025
73Attachment 2 - Section LL.1.4Due to the complexities and unknowns at time of FRFP and our inability to engage with the end user during a DRFP stage, would the Govt be willing to conduct 1-on-1s with Industry to answer material questions that will directly and substantively affect the price and technical solutions? When specific information about a proposed acquisition that would be necessary for the preparation of proposals is discolsed to one or more potential offerors, that information must be made available to the public. The best approach to this would be to receive a list of questions that we can respond to and be shared with the public through SAM.gov.
74Attachment 2 - Section LL.1.4Based upon the answer to above, if so, how can we begin scheduling that? We are more than happy to provide our questions in advance of this Industry Day to add as much value to our 1-on-1 as possible. When specific information about a proposed acquisition that would be necessary for the preparation of proposals is discolsed to one or more potential offerors, that information must be made available to the public. The best approach to this would be to receive a list of questions that we can respond to and be shared with the public through SAM.gov.
75Attachment 2 - Section LL.1.5Commercial quotes are generally valid for 30 days, especially for small businesses. The 365 day validity period will not be sustainable for those commercial vendors and will cause an increase in price due to uncertainties in the market - will the Government allow for updated quotes prior to award to ensure CLIN ceilings are set appropriately (especially for the Fixed Price CLINs)?If an offeror makes the competitive range and discussions are held and concluded, each offeror still within the competitive range shall be given an opportunity to submint a Final Proposal Revision (FPR).
76Attachment 2 - Section LL.2.2.1Can the Govt confirm that even thought Data CLIN 0001 is NSP, the PMO/labor needed to create the CDRLs will be estimated within CLINs 0005 & 0006 (etc.)?Correct. To account for costs when a specific Contract Line Item Number (CLIN) isn't provided, contractors should include these expenses within the existing CLINs for direct or indirect costs.
77Attachment 2 - Section LL.2.2.1If the Govt disagrees with above, would Govt consider changing CLIN 0001 from NSP to CPFF?To account for costs when a specific Contract Line Item Number (CLIN) isn't provided, contractors should include these expenses within the existing CLINs for direct or indirect costs.
78Attachment 4 - Cross Reference MatrixGeneral GuidanceSince Attachment 4 maps across all volumes for submission, will the Government confirm the offeror should only submit one file of the cross-reference matrix (Attachment 4) as part of the submission package? The Government confirms that the Offeror should only submit one completed file of the Cross-Reference Matrix (Attachment 4) as part of the overall proposal submission package.
79Attachment 2 - Section LL2.3.5The Cross-Reference Matrix references Attachment 7 associated with CDRLs Section L2.3.5. Will the government clarify what is to be provided under Volume I, Section L2.3.5?

To clarify, Section L2.3.5 states that Contract Data Requirements Lists (CDRLs) will not be separately priced. Therefore, Volume I should not include a separate section or line item specifically dedicated to CDRL pricing.

Instead, the costs associated with producing each CDRL must be fully incorporated into the proposed prices for the relevant Contract Line Item Numbers (CLINs) within the Pricing Matrix Worksheet (Attachment 5).

80Attachment 2 - Section LL3.0Would the Government consider adding an additional Subfactor within Volume II, allowing NTE 5 pages, to provide a detailed management and personnel plan which covers all PWS Section 3.1.1 requirements? The Government has carefully considered your request. However, at this time, we will not be amending the solicitation to add a new subfactor.
81Attachment 2 - Section LL3.1.5 Radome SpecificationsSection L3.1.5 refers to the Engineering Specification for the AN/FPS-124 Radar Radome” Document No.: 20250726, will the Government please provide this document as part of the final RFP package?Document will be provided

Will the Government please update the PWS reference within Subfactor 4 and within Attachment 4 (Cross-Reference Matrix)?Subfactor PWS paragraph references have been updated.
89Attachment 2 - Section LL4.1.2Will the Government please define "critical subcontractor"?A critical subcontractor is defined as an entity (subcontractor and/or teaming contractor), other than the offeror itself that will perform major or critical aspects of the requirement whose performance or non-performance could have a substantial and detrimental impact on the successful completion of the effort.
90Attachment 2 - Section LTable L.1To ensure a thorough technical solution, can the Govt please expand the page limit for Vol II -Factor 2, Technical Proposal 50 pages?30 Pages is believed to be an acceptable and concise proposal length for this effort
91Attachment 5 - Pricing MatrixAttachment 5Attachment 5 Pricing Matrix Worksheet only has a quantity of 7 for all years with only one per year which does not cover all 37 sites. Should Offerors amend the quantity to reflect a sum of 37?The quantities are best estimated quantities and tower/radome configurations. Site surveys will be upon recipt of task order defined by acceptable mission requirements and government priority
92Attachment 5 - Pricing MatrixAttachment 5Will the Government consider changing CLIN 0001 to Program Management and Data? If so, the CLIN should span all Contract Years and be priced. To account for costs when a specific Contract Line Item Number (CLIN) isn't provided, contractors should include these expenses within the existing CLINs for direct or indirect costs.
93Attachment 5 - Pricing MatrixAttachment 5Attachment 5 Pricing Matrix includes a total quantity of 39 Radome Procurements and Radome Installs, but Attachment 5.1.4 reflects a quantity of 37 radomes. Should Offerors amend the quantities to reflect a sum of 37?The quantities provided in Attachment 5, Pricing Matrix worksheet, are best estimated quantities to assist in the bid and proposal process and may not be reflective of actual executed quantities per year.
94PWS Attachment 5.1.4SRR Notional Installation ScheduleA notional installation order is provided. Does this installation order direct the importance / priority of installation? If not, can the government provide a priority list? The Notional schedule is best utilized by offeror to understand the estimated installation periods, however as a national security asset the sequence is not bound to this schedule and will be delegated/coordinated at the time of each order. It is for this reason the schedule, travel and shipping CLINS are not costed at this time
95PWS Attachment 5.1.4SRR Notional Installation ScheduleThe notional site "Nicholson Peninsula - Order 30" does not seem to exist on attached map in PWS section 5.2 Appendix B . Does the government mean Nicholson Island in Zone 1 (BAR-4)?Yes, the nomenclature "Nicholson Island/Peninsula" refers to the BAR-4 site
96PWS Attachment 5.1.4SRR Notional Installation ScheduleThe notional site "SRD North Bay - Order 37" does not seem to exist on attached map in PWS section 5.2 Appendix BSRD, as a testing/development site is not identified on the map as an SRR, like the other sites. SRD is located in North Bay, Ontario, near the ROCC, which is indicated on the map
97Solicitation - FA821725RB003General GuidancePlease confirm that the Government will be the importer and exporter of record to minimize tariff impacts. The contractor is responsible for acting as the Importer and Exporter of Record for all goods imported into or exported from Canada under this contract. As stated in the PWS, the contractor is responsible for all shipping, marking, and compliance with the United States-Mexico-Canada Agreement (USMCA). Offerors should factor all relevant costs, including tariffs, customs duties, and marking/labeling expenses, into their proposed prices.
98Solicitation - FA821725RB003Section BDue to the plethora of unknowns and high technical and schedule risks involved with this scope of work, would the Govt please change CLINs 0003, 0004, 0005, 0006, 0007, 0009, and 0010 (and associated outyears) to CPFF CLINs? This will in turn reduce the costs to the Govt, as a FFP contract type incentivizes offerors to price in "hypotheticals" and unknown risks, causing the FP to potentially be higher than a CPFF estimate.Thank you for your concerns. While we acknowledge the potential for offerors to price in risk under a Firm-Fixed-Price (FFP) structure, we believe maintaining FFP is in the Government's best interest for fostering cost control and incentivizing efficient execution. We are committed to mitigating risks through enhanced collaboration. We have also incorporated

CLIN 3 (Shipping) is Cost Reimbursement no Fee (CRNF) CLIN 8 (Over and Above) to be a means of reducing some risk as long as it is executed in accordance with DFARS 252.217-7028 and the PWS.

CLIN 9 (Engineering Change Proposal) is Firm Fixed Price (FFP) but will be requested, bid, and negotiated as needed.

CLIN 10 (Spare Parts) is FFP due to it just being a parts buy CLIN. All shipping costs would fall under CLIN 3 on a Cost Reimbursement basis.

99Solicitation - FA821725RB003Section BWill the Government please confirm that CLIN 0003 (and associated outyears) covers storage of materials, spares, etc.?Storage at Government owned sites should not accumulate a cost. If there happens to be a cost for storage, the shipping CLIN would be the associated CLIN, however contractor should not proceed without Government agreeing to charge
100Solicitation - FA821725RB003Section BCan the Govt please define "ordering period" as stated in Solicitation Section B? Are these annual?Yes the ordering periods (OP) are annual. An ordering period is the 12 month

timeframe the Government is allotted to order the radomes, the installation of the radomes, any spares, and other associated services for that OP. These OP's will not follow the calendar year or the Government's fiscal year. Instead, each OP will have its own 12 month period. This period will be provided at time of award. The below OP dates are estimates only and should not be considered the real timeframe for each OP. Each OP has an associated CLIN series tied to it.

OP 1 - May 2026 - April 2027 - CLINs 000X OP 2 - May 2027 - April 2028 - CLINs 100X OP 3 - May 2028 - April 2029 - CLINs 200X OP 4 - May 2029 - April 2030 - CLINs 300X OP 5 - May 2030 - April 2031 - CLINs 400X OP 6 - May 2031 - April 2032 - CLINs 500X OP 7 - May 2032 - April 2033 - CLINs 600X

For example, a radome purchased in June 2027 would fall under OP-2 and would be purchased via CLIN 1005.

A radome purchased in April 2030 would fall under OP-4 and would be purchased via CLIN 3005.

This same OP change also applies to the options, if exercised.

Some CLINs, such as CLIN 0002-Travel, will be used for all travel expenses throughout the 5 year base period, regardless of what OP the ID/IQ is currently in. However, if the Option is exercised, CLIN 5002-Travel will be used for all travel expenses during that 2 year option period, regardless of what OP the IDIQ is currently in. This is also detailed in the CLIN's themselves.

101Solicitation - FA821725RB003Section HDoes the Government have a Medical Evacuation Plan should personnel need it? If so, please provide. Not on site, recommended to arrange prior to and/or with the O&M contractors. Remote sites have Medevac Coast Guard are resources. Local Communities may have nursing stations / clinics
102Solicitation - FA821725RB003Section HCould a similar H: clause be applicable here?

H.X.X. - The Government may provide to deployed contractor personnel the equivalent field living conditions, subsistence, emergency medical and dental care, sanitary facilities, mail delivery, laundry service, internet, Morale, Welfare, and Recreation (MWR) and other available support afforded to Government civilians and military personnel in the same theater of operations. After careful consideration, the Government has determined that it is not appropriate to include such a clause in this solicitation.

While we appreciate your interest in ensuring adequate support for deployed contractor personnel, the Government believes that the existing contract structure, which requires contractors to provide these services, is the most efficient and effective approach.

103 Solicitation - FA821725RB003 Section H Would the Govt consider adding an H: clause to this affect to protect awardee's employees?

H.X.X. - While performing duties in accordance with the terms and conditions of the TO, USAF will provide force protection to contractor personnel commensurate with that given to Government personnel in the operations area. Contractor personnel should be made aware of force protection provided by the Government and NOT take any actions that would put themselves in harm’s way beyond what is reasonable and expected from the conditions offered by the Government. Thank you for your suggestion regarding the inclusion of an H-clause related to force protection.

We have determined that the addition of the proposed H-clause is not necessary. The PWS addresses security and applicable safety standards.

Contractor personnel must understand that it is their responsibility to maintain situational awareness, follow security protocols, and exercise good judgment to ensure their own safety and security, and the security of US assets they are responsible for.

104 Solicitation - FA821725RB003 Section H Is this work considered mission essential? If so, would an H: clause similar to this required?

The requirements of this TO have been identified by the U.S. Government as being essential to the mission and operational readiness of the U.S. Armed Services operating worldwide; therefore, the contractor may be required to perform this TO during crisis situations (including war or a state of emergency), contingencies, or exercises in the identified area of operations, also known as theatre of operations, subject to the requirements and provisions listed below. These requirements apply to all personnel deployed to the AOR, regardless if they are temporary travelers or permanently deployed/stationed. The contractor shall perform in accordance with AR 715-9 Contractors Accompanying the Force.

The contractor shall be responsible for performing all requirements of this TO notwithstanding crisis situations, contingencies, or exercises, including, but not limited to, the existence of any state of war, whether declared or undeclared, or state of emergency, by the U.S. or the host nation, commencement of hostilities, internal strife, rioting, civil disturbances, or activities of any type which would endanger the welfare and security of U.S. Forces in the host nation. Failure by the contractor to perform may subject the contractor to a termination of this TO for cause.

The contractor shall ensure all contractor personnel participate in any required and/or necessary pre-deployment qualification training. Contractor personnel will be integrated into Government contingency plans and afforded the rights as defined in this TO. Thank you for your suggestion regarding the inclusion of an H-clause.

We have determined that the addition of the proposed H-clause is not necessary.

105Solicitation - FA821725RB003Section ICan the Govt please provide Wage Determinations IAW 52.222-43 for Hawaii, Alaska, Virginia and Utah please?Wage Determinations for Alaska, Hawaii, and Utah will be included in the first RFP amendment. We can provide the WD for Virginia Separately.
106Solicitation - FA821725RB003SF33To alleviate supply chain risks, would the Govt be willing to add a DPAS rating to prioritize manufacturing and services support from subs/vendors?DPAS rating as been added. Current DPAS is D0 and subject to change
