The Department of the Army Corps of Engineers Engineering District Wilmington is seeking proposals for the design and construction (D-B) of a Barracks facility to accommodate 146 Soldiers at Fort Liberty, North Carolina. The primary facilities include living and sleeping quarters, storage, service areas, information systems, fire protection and alarm systems, Physical Access Control Systems (PACS) installation, Energy Monitoring Control Systems (EMCS) connection, and Post Construction Award Services (PCAS). Supporting facilities include site development, utilities, exterior lighting, paving, sidewalks, storm drainage, landscaping, and measures for accessibility and cybersecurity. The contract will be awarded using a Lowest Price Technically Acceptable (LPTA) source selection process, and proposals are due by July 2, 2024.
This is an unrestricted solicitation with an estimated construction value between $30-70 million and a period of performance not to exceed 1,400 calendar days. The project has a minimum design life of 40 years and must incorporate Department of Defense (DoD) Minimum Antiterrorism for Buildings standards, as well as sustainability and energy efficiency measures. Offerors will be evaluated on their relevant experience, past performance, and ability to meet the detailed technical and management requirements specified in the solicitation documents.

The project includes: Design and construction (D-B) of Barracks to accommodate 146 Soldiers. Primary facilities include living and sleeping quarters, storage, service areas, information systems, fire protection and alarm systems, Physical Access Control Systems (PACS) installation, Energy Monitoring Control Systems (EMCS) connection and Post Construction Award Services (PCAS). Heating and air conditioning will be provided by a self-contained system for each living quarters unit along with a central system for common areas. Supporting facilities include site development, utilities and utility connections, exterior lighting, paving, sidewalks, curbs and gutters, storm drainage, landscaping, pedestrian crosswalks, and signage. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Comprehensive building and furnishings-related interior design services are required. Access for individuals with disabilities will be provided. Cyber Security Measures will be incorporated into this project. Sustainability/Energy measures will be provided. Facilities will be designed to a minimum life of 40 years in accordance with DoDs Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance. Air Conditioning (Estimated 250 Tons).
