About this opportunity

The Department of the Interior Bureau of Land Management Nevada Region seeks installation, monitoring, and maintenance of an intrusion detection system at the Sloan Canyon National Conservation Area Visitor Contact Station in Henderson, Nevada, with quotes due August 20, 2026, at 11:00 AM PT. The procurement is set aside 100% for small businesses under NAICS 561621.

The contractor must design, install, and test the system; conduct a site assessment to determine optimal sensor and camera placement; ensure 99.5% uptime with alarm response within 15 minutes; and provide 24/7 monitoring and response protocols. All equipment must meet federal security standards, including prohibitions on Chinese telecommunications equipment and certain covered articles under FASCSA orders. The contractor is responsible for initial facility personnel training, spare parts inventory maintenance, and monthly performance reports. The period of performance runs from September 1, 2026, through August 31, 2027 (base year), with four optional one-year renewal periods extending through August 31, 2031. The Government anticipates awarding a single firm fixed-price contract.

Offerors must provide minimum three relevant past-performance references from projects completed within the past five years, with complete descriptions and agency contact information. Evaluation employs a best-value trade-off approach prioritizing technical capability and past performance significantly over price. Technical submissions must demonstrate understanding of project requirements, proposed equipment specifications, quality control procedures, infrastructure integration, Federal security compliance, and training plans. Quotes must be submitted electronically to Carey Grund (carey_grund@ios.doi.gov) and Nakea Hughes (nakea_hughes@ios.doi.gov). An organized site visit is scheduled for August 11, 2026. Amendment 0001, posted August 14, 2026, provided Questions and Answers clarifications; offerors must acknowledge receipt of this amendment prior to the deadline. A wage determination for Clark County, Nevada (WD 2015-5593, Revision 31) applies, establishing prevailing wage rates for service contract employees.
