About this file

This is a Statement of Work (SOW) for the Sloan Intrusion Detection System project managed by the Department of the Interior Bureau of Land Management Nevada Region under Solicitation Number 140L3926Q0034.

The SOW outlines the contractor's responsibility to design, install, test, and maintain an intrusion detection system at the Sloan Canyon facility. Key objectives include establishing perimeter security monitoring through strategically placed sensors and cameras, integrating detection capabilities with existing security infrastructure, and providing 24/7 system monitoring and response protocols. The contractor must conduct a site assessment to determine optimal sensor placement, ensure all equipment meets federal security standards, and develop comprehensive documentation including system schematics, operational procedures, and maintenance schedules. Performance requirements specify system reliability of 99.5% uptime, response time to alarms within 15 minutes, and quarterly testing and certification of all detection components. The contractor is required to provide initial system training to facility personnel, maintain spare parts inventory, and deliver monthly performance reports detailing system status and any detected intrusions or false alarms. The SOW establishes a performance period with specific milestones for design review, installation completion, and system operational readiness, with the contractor bearing responsibility for all installation costs, equipment procurement, integration, and ongoing maintenance throughout the contract term.

Statement of Work (SOW)

Sloan Canyon National Conservation Area Visitor Contact Station Installing an Intrusion Detection System (IDS)

BLM Southern Neveda District Red Rock/ Sloan Field Office

March 2, 2026

1. Introduction The Sloan Canyon National Conservation Area (NCA) is preparing to open a new visitor contact station in 2026, that will serve as the operational hub and primary gateway to some of southern Nevada’s most significant cultural and natural resources. Designed to welcome the public, support educational programming, and protect the area’s renowned petroglyph sites, the facility represents a major investment in visitor experience and resource stewardship. As with any public-facing site, the VCS faces unique security challenges. To safeguard personnel, federal property, sensitive information, and critical infrastructure, the facility requires a comprehensive intrusion detection system (IDS) that can provide early threat identification and seamless integration with broader security operations. Implementing such a system will help ensure that the visitor contact station remains both an inviting public space and a secure operational hub for managing this NCA.

2. Background This Statement of Work (SOW) outlines the requirements for the installation of an Intrusion Detection System (IDS) at the Sloan Canyon National Conservation Area Visitor Contact Station (VCS). The purpose of the IDS is to provide continuous monitoring and early warning against unauthorized access, theft, or tampering. By detecting suspicious activity in real time, an IDS supports the safety of personnel, safeguards government assets, and ensures compliance with federal security standards.

The VCS facility is approximately 3000 square feet. The 800 square-foot visitor space has two points of entry (exterior doors). There is a security door between the visitor space and the employee workspace. The 2200 square-foot employee workspace has one point of entry from the outside (exterior door) and one point of entry from the visitor area (interior door). See Figure 1.

Routing of electrical and low‑voltage cabling shall account for the complexity created by varying ceiling elevations, constrained mechanical and structural spaces above finished ceilings, and the presence of rammed‑earth wall. The contractor shall carefully coordinate cable paths to avoid conflicts with framing, HVAC, plumbing, and architectural elements, and shall verify all routing in the field prior to installation, limiting installation of exposed conduit. If proposed, penetrations through rammed‑earth walls require special consideration due to the material’s density, structural characteristics, and aesthetic requirements; all penetrations shall be minimized, precisely located, and executed using methods that preserve wall integrity and comply with project specifications. The contractor shall incorporate additional time, protection measures, and specialized equipment as needed to ensure that cable routing is completed safely, cleanly, and without damage to finished surfaces or structural components.

3. Scope The Contractor shall provide all personnel, equipment, tools, materials, and supervision necessary to perform required services under this contract. The work shall be performed in a manner that will ensure value or effectiveness in use of staff or facility time. The Contractor shall have only competent and qualified personnel perform the work.

3.1 This will be a firm, fixed price contract.

4. Required Tasks The contractor shall perform the following tasks:

4.1 BLM will schedule a pre-submission site visit to accurately assess the location and equipment needs to develop an accurate plan (as described in more detail below).

4.2 Assess the building and provide a customized plan and installation of the most current IDS technology that meets federal security standards and our specific location requirements. This includes:

4.2.1 The installation of wireless surface mounted sensors at every door that is accessible to the outside that integrate with existing infrastructure.

4.2.2 The installation of a sensor on the door between the visitor area and the employee area along with the exterior mechanical door.

4.2.3 Additional panels and sensors as determined necessary to meet the federal security standards and create a comprehensive IDS system.

4.2.4 Provides real-time detection and alerting of potential intrusions.

4.2.5 Continuous motion sensor coverage is required for the exhibit and employee workspace area to prevent after-hours unauthorized entry, glass break monitoring is not required.

4.2.6 Installation of a duress alarm button at the VCS information desk that alerts in the VCS LE office, the VCS general office space, BLM LE dispatch, and the NCA Manager.

4.2.7 Installation of intrusion keypad will be located above the PAC system keypad on the door between the visitor area and the employee area.

4.2.8 Ensures the IDS can provide detailed intrusion and functionality reporting.

4.2.9 Detailed breakdown of the cost of the IDS for hardware, software, and installation.

4.2.10 Detailed equipment specifications.

4.2.10.1 Contractor shall supply all the IDS equipment and installation supplies, including labor necessary to complete the installation of the approved system configuration.

4.2.11 Detailed breakdown of monitoring and support costs for one year with the option of 4 additional years.

4.2.12 Detailed breakdown of one-time BLM LE and staff training expenses.

4.2.13 A site visit is recommended prior to submitting a proposal for the contract.

4.2.13.1 The site visit is not mandatory, however, incomplete knowledge of the site will not be an allowable reason for modification after contract award.

4.2.14 Proposed system must comply with federal security regulations and standards.
