About this opportunity

The Bureau of Reclamation is seeking environmental compliance field services support for the San Joaquin River Restoration Program (SJRRP), specifically biological monitoring and survey services for two major infrastructure projects: the Arroyo Canal Fish Screen and Sack Dam Fish Passage Project and the Mendota Pool Bypass and Reach 2B Improvements Project. The contract will support environmental compliance efforts including pre-construction surveys, special status species handling, worker environmental awareness training, biological monitoring, and stormwater pollution prevention plan services to ensure construction activities align with existing environmental commitments and regulatory requirements. The solicitation (140R2025Q0030) is structured as a Request for Quote for a Firm-Fixed Price Purchase Order under NAICS code 541620 with a $19 million size standard. Offerors will be evaluated on technical approach, organizational and key personnel qualifications, past performance, and price using a comparative evaluation methodology to determine best value. Quotes are due on Wednesday, July 9, 2025 at 10:00am Pacific Time and must be emailed to margaretjones@usbr.gov.

This acquisition is designated as a 100% women-owned small business set-aside, with no incumbent contractors identified in the solicitation materials. The contract includes a base performance period from August 1, 2025 to July 31, 2026, with four optional one-year extensions that could extend the contract through July 31, 2030. The work will require one QSP-certified inspector and up to four species-qualified biologists, with construction activities expected to begin in Fall 2025 and potentially overlap for 6-8 months between the two projects. The Reach 2B project timeline extends to Fall or Winter 2027, with dewatering activities expected once or twice annually. Performance will occur in California's Central Valley, specifically in Madera and Fresno Counties along the San Joaquin River, supporting restoration efforts that involve significant wetland impacts (113.54 acres) and other waters of the United States (212.54 acres) under existing Army Corps of Engineers permits.
