About this file

This document is a Request for Information (RFI) Response Amendment 0002 for Solicitation 140R2025Q0030 - SJRRP Biological Monitoring, providing detailed responses to 11 specific questions about the San Joaquin River Restoration Program (SJRRP) environmental compliance services. The RFI covers two primary projects: the Mendota Pool Bypass and Reach 2B Improvements Project and the Arroyo Canal Fish Screen and Sack Dam Fish Passage Project, addressing inquiries about design specifications, construction schedules, environmental permits, turbidity monitoring, and species survey data.

Key responses indicate that many requested documents (such as 100% design specifications, 404 permits, Letters of Concurrence, and Biological Opinions) will be made available after contract award, with some documents like the Mendota Pool Bypass Biological Opinions not expected to be complete until 2026. The expected timeline for the Reach 2B project is Fall or Winter 2027, and no detailed construction phasing plan exists yet. The selected contractor will be responsible for delineating work area boundaries and sensitive areas, while turbidity monitoring will be conducted by the Biological Monitoring Contractor.

Amendment 0002

140R2025Q0030 – SJRRP Biological Monitoring

1. Can you provide the 100% Design and Environmental Specification documents for construction relevant to the Environmental Compliance Services in the PWS for both the Mendota Pool Bypass and Reach 2B Improvements Project and the Arroyo Canal Fish Screen and Sack Dam Fish Passage Project?

This will be made available following the award.

2. Is there a detailed construction schedule that can be provided? If not, please provide the approximate construction start dates (month and year) for both the Mendota Pool Bypass and Reach 2B Improvements Project and the Arroyo Canal Fish Screen and Sack Dam Fish Passage Project.

Construction contracts have not been awarded, and therefore, are not available yet.

3. This question also relates to the construction schedule. Considering the massive construction timeline and extent of proposed features for the Mendota Pool Bypass and Reach 2B Improvements Project, is there a detailed construction phasing plan for this project to assist with survey planning?

Currently the expected timeline for the beginning of the reach 2B project is Fall or Winter 2027. This project does not have a detailed construction phasing plan yet.

4. Please provide the Notice of Applicability and individual 404 permit for the Arroyo Canal Fish Screen and Sack Dam Fish Passage Project.

These are in progress and will be made available following award.

5. Will a Turbidity Monitoring Plan be developed by the construction contractor?

Turbidity monitoring will be conducted by the selected Biological Monitoring Contractor.

6. The PWS states “Prior to equipment mobilization, the contractor work area boundaries within the proposed action area will be clearly marked to prevent disturbance of sensitive areas.” Will the construction contractor be responsible for delineating their work area boundaries?

The selected contractor for this solicitation is expected to provide boundaries and delineate sensitive areas.

7. Please provide the Letter of Concurrence and BO for the Arroyo Canal Fish Screen and Sack Dam Fish Passage Project.

This will be made available following the award.

8. Please provide the BOs for Mendota Pool Bypass and Reach 2B Improvements Project.

This is in progress and will not be complete until likely 2026.

9. Are there previous species survey data and/or reports that can be provided for review?

Nothing beyond the information in the San Joaquin River Restoration Program Programmatic Environmental Impact Statement/Report (EIS/R), Arroyo Canal Fish Screen and Sack Dam Fish Passage Project Supplemental Environmental Assessment and Mendota Pool Bypass and Reach 2B Improvements Project EIS/R, which are available at Bureau of Reclamation, Bureau of Reclamation, and Bureau of Reclamation, respectively.

10. Are there additional species and habitat maps/figures that can be provided for both projects' action areas?

Please see the links above.

11. Under the requirements of the PWS regarding invasive species management, is the environmental contractor also responsible for completing the invasive plant removals for Reach 2B?

No, that is not anticipated at this time.
