About this file

This document is a Request for Information (RFI) Response for the San Joaquin River Restoration Program (SJRRP) Biological Monitoring contract (Solicitation 140R2025Q0030). The RFI covers two major projects: the Arroyo Canal Fish Screen and Sack Dam Fish Passage Project and the Mendota Pool Bypass and Reach 2B Improvements Project. Key details include anticipated project timelines for Fall 2025 construction mobilization, a potential 6-8 month project overlap, and staffing requirements of one QSP-certified inspector and up to 4 species-qualified biologists.

The RFI responses provide additional context about project logistics, including that aquatic and terrestrial work will occur simultaneously and independently, dewatering is expected once or twice annually, and fish surveys will coincide with dewatering efforts. Travel costs are to be built into unit rates for this Firm Fixed Price (FFP) contract, which is set aside for 100% women-owned small businesses. Environmental compliance documents will be provided upon contract award, with the contractor responsible for technical assistance to ensure construction activities align with existing environmental terms.

Amendment 0001

140R2025Q0030 R--SJRRP Biological Monitoring

Email 1:

1. Is the baseline construction schedule available for these projects?

• It is not currently available but will be provided upon award of this contract.

2. Will there be construction sequencing and staging plans?

• These are not currently available but will be a deliverable provided by the construction contractor and will be provided upon award of this contract.

3. Are these projects expected to run concurrently or sequentially? If concurrent, what is the anticipated duration of overlap?

• The two major projects are currently anticipated to be in construction sequentially with a potential 6–8-month overlap.

4. Will aquatic and terrestrial work be conducted simultaneously on one or both projects?

• Aquatic and terrestrial work is expected to occur independently and simultaneously on both projects.

5. What is the expected frequency of dewatering/diversions? Will this occur only once annually per project or multiple times each year?

• Dewatering is anticipated to be once annually but twice annually would the most possible frequency expected.

6. What is the anticipated frequency of fish surveys and fish rescue efforts?

a. Fish surveys and fish rescue efforts are anticipated to coincide with dewatering efforts.

7. Will daily monitoring records be required? The solicitation and its attachments did not seem to address this directly.

a. During active construction, daily monitoring may be required - the extent of this monitoring may depend on pre-construction survey results; however, a monitoring record should be produced and submitted any time a monitor is on site or conducting monitoring.

Email 2:

1. How many QSP-certified inspectors and species-qualified biologists are anticipated to be needed?

a. One QSP-certified inspector and up to 4 species-qualified biologists are anticipated to be needed.

a.

2. What is the estimated timeline for construction mobilization, and when will pre-construction surveys begin?

a. Construction mobilization and pre-construction surveys are currently anticipated to occur in Fall 2025.

3. Are any of the inflexible/specified deliverable due dates tied to regulatory compliance milestones?

a. No.

4. Can you specify what type of Fresno kangaroo rat habitat is included?

a. Annual grassland

5. Are there additional environmental permits already in place beyond what was provided in the RFP/Site, and if so, will any require support or updating by the contractor?

a. All applicable environmental compliance documents will be provided upon contract award. While the contractor will be responsible for providing technical assistance to Reclamation to ensure construction activities are implemented in accordance with the terms of these documents, none of these documents will require updating by the contractor.

6. Are there any existing biological baseline studies or past survey data available?

a. The Arroyo Canal Fish Screen and Sack Dam Fish Screen and Sack Dam Fish Passage Project Environmental Assessment and the Mendota Pool Bypass and Reach 2B Improvements Project Environmental Impact Statement/Environmental Impact Report are available at Bureau of Reclamation and Bureau of Reclamation, respectively.

7. Are travel costs reimbursed separately, or should they be built into unit rates?

a. This is Firm Fixed Price (FFP) and travel cost shall be built into the unit rates

8. Are there any training requirements to follow up on?

a. It is unclear what is being asked here, but biological monitors will need the applicable qualifications to be approved to complete the required tasks.

9. Are printed materials required (such as manuals, flyers, or slides), or just PowerPoint presentations?

a. No printed materials are anticipated to be needed except the sign in sheet for the worker environmental awareness training.

10. Is training in Spanish required as well?

No.

11. Related to the anticipated field construction schedule over the next five years - SJRRP website states for the Arroyo Project "The current construction schedule is to award the contract in July 2025, with project construction starting Fall 2025 and completed Summer 2028." We could not find a similar statement regarding future work on the Mendota Project. Please advise.

a. The two major projects are currently anticipated to be in construction sequentially with a potential 6–8-month overlap. This is, however, subject to change.

12. Can the government provide a construction schedule, or desired construction completion benchmarks, for each site to better inform contractor resourcing and key personnel bandwidth?

a. We do not currently have a construction schedule we can make available due to a selection not being made for the construction contract. We anticipate vegetation removal and site mobilization to occur this fall. We will provide construction schedules to the selected bio monitoring contractor as soon as they are made available by our selected construction contractors for the various projects.
