The solicitation (6973GH-24-R-00262) is for a firm-fixed-price contract with a competitive bidding process focused on roof replacement services. Key contract requirements include potential asbestos-containing material (ACM) abatement, installation of a mechanically fastened single-ply PVC membrane roofing system, and accommodation of the facility's 24/7 operational status. The evaluation criteria will focus on the lowest-priced, technically acceptable offer, with bidders required to demonstrate organizational experience through three similar projects valued over $150,000 completed within the last five years. Critical dates include a site visit on February 25, 2025, questions due by March 3, 2025, and proposal submissions due by March 14, 2025 at 5:00 PM Eastern Time.
The contract is a 100% small business set-aside under NAICS code 236220 for Commercial and Institutional Building Construction. The estimated project value ranges between $300,000 and $400,000, covering approximately 8,500 square feet of roof replacement. The project requires a 1-year workmanship warranty and a 20-year manufacturer's warranty, with work to be completed within 60 calendar days after receiving the notice to proceed. Contractors must provide their own portable facilities and comply with specific safety requirements, including daily OSHA-defined safety inspections. The place of performance is located at 2207 Airbase Road in Louisville, Tennessee 37777, with special scheduling requirements for work near the Terminal Radar Approach Control (TRACON) area, limiting construction activities to between 11:50 PM and 6:00 AM to minimize interference with air traffic operations.
