About this opportunity

The Mission and Installation Contracting Command (MICC) at Fort McCoy, under the Department of the Army Materiel Command, is seeking qualified sources to provide shower, laundry, and comprehensive water support services for a large-scale U.S. Army training exercise. The requirement encompasses delivery, installation, maintenance, and removal of approximately 28 shower trailers and 14 laundry trailers, along with potable water delivery and gray water disposal operations across multiple locations in Mississippi and Louisiana. Each shower trailer must include a minimum of 12 showerheads and 6 sinks with hot and cold water, while each laundry trailer must contain at least 8 washers and 8 dryers, with both types requiring diesel generators, water containment systems, and safety features. Performance will be evaluated based on a 95-100% conformance standard with incentives for positive CPARS narratives and disincentives for non-conformance, including corrective action requests. The deadline for submitting capability statements in response to this Request for Information is April 5, 2026, at 5:00 PM Central Time, with responses limited to 10 pages and should address company experience, feasibility, capacity, requirement refinement suggestions, and subcontracting approach.

The government is currently evaluating whether to issue this as a 100% small business set-aside, with procurement potentially conducted through either a directed order under the GSA Multiple Award Schedule (FAR Part 8) or an open market solicitation using Simplified Acquisition Procedures (FAR Parts 12 and 13). No incumbent contractor or award value has been identified in the available documentation. The period of performance is a three-week duration in June 2026, with setup required no later than 3:00 p.m. the day prior to service commencement, allowing for 5-7 days of setup time. The contractor must deliver approximately 250,000 gallons of potable water daily across all locations and remove approximately 200,000 gallons of gray water daily, with water refills triggered when capacity reduces to 75 percent. The government is also soliciting industry feedback on the appropriate NAICS code (considering either 532490 for machinery rental or 562991 for septic and related services), applicable GSA Special Item Numbers, and recommendations for refining the stated requirements to support the procurement strategy determination.
