Request for Information (RFI) / Sources Sought Notice For Shower, Laundry, and Water Support Services

1.0 DESCRIPTION
The Mission & Installation Contracting Command (MICC) – Fort McCoy is seeking information from potential sources, particularly from the small business community, who are capable of providing commercial services for shower and laundry trailer rental, and comprehensive water operations support for a large-scale U.S. Army training exercise.
The requirement includes providing all personnel, equipment, supplies, transportation, supervision, and other non-personal services necessary to deliver, install, maintain, and remove shower and laundry trailers, as well as manage potable water delivery and gray water disposal services.
Period of Performance: A 3-week period during June 2026.
Place of Performance: Services are required at multiple locations across Mississippi and Louisiana.
Set-Aside: This requirement is anticipated to be solicited as a 100% Small Business Set-Aside, with an order placed in accordance with Federal Acquisition Regulation (FAR) Subpart 8.4, Federal Supply Schedules.
NAICS Code: The Government is considering NAICS codes 532490 (Other Commercial and Industrial Machinery and Equipment Rental and Leasing) and 562991 (Septic Tank and Related Services). We are seeking industry feedback on the most appropriate code for this requirement, as well as recommendations for applicable GSA Special Item Numbers (SINs).
Product Service Code (PSC): W099 – Lease or Rental of Equipment – Miscellaneous.
2.0 SUMMARY OF REQUIREMENTS
The contractor shall provide, deliver, set up, service, and remove the following assets and services:
Shower Trailers (approx. 28 total): Each with a minimum of 12 showerheads, 6 sinks, hot/cold water, self-contained water and wastewater tanks, and a dedicated diesel generator.
Laundry Trailers (approx. 14 total): Each with a minimum of 8 washers and 8 dryers, hot/cold water, self-contained water and wastewater tanks, and a dedicated diesel generator.
Water Operations:
Potable Water Delivery: Daily delivery of up to 30,000 gallons per shower trailer, 2,400 gallons per laundry trailer, and 10,000 gallons for other Government assets. The Government will provide fill points; the contractor is responsible for transportation.
Gray Water Removal: Daily removal and disposal of all wastewater from trailers and other Government assets, in compliance with all environmental regulations. The Government will provide at least one gray water dump point at each major location.
Supporting Services:
Setup and tear-down of all equipment.
Sanitation of all trailers (3 times per week).
Maintenance support with a 24-hour resolution time for any issues.
3.0 PURPOSE OF THIS RFI
The purpose of this RFI is to conduct market research to identify parties having an interest in and the resources to support this requirement. While a GSA Schedule holder is preferred, the Government is open to alternative contract solutions and innovative approaches suggested by industry. The information gathered will help the Government refine the acquisition strategy, PWS requirements, and identify potential risks. The Government is seeking capability statements and responses to the questions below from interested vendors, with a strong emphasis on feedback from certified Small Businesses.
4.0 INFORMATION REQUESTED FROM VENDORS
Interested parties are requested to submit a capability statement (not to exceed 10 pages) that is tailored specifically to the requirements outlined in this RFI. Please structure your response to follow the numbering below.
Company Information:
Company Name, Address, and Website.
Point of Contact (Name, Title, Email, Phone).
UEI and CAGE Code.
Socio-economic status (e.g., Small Business, Woman-Owned Small Business (WOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), 8(a), HUBZone).
If you hold a GSA Schedule contract, please provide the contract number and relevant Special Item Numbers (SINs).
Capability and Experience:
Describe your company’s experience in providing services of a similar scope, complexity, and scale (i.e., multiple services across multiple locations simultaneously).
Provide examples of at least two (2) past projects (within the last 5 years) that are similar in nature. Include a brief description, period of performance, and contract value.
Feasibility & Capacity:
Confirm your ability to provide the required quantity of shower and laundry trailers that meet the specifications outlined in the PWS summary.
Discuss your approach and capacity for managing the large-scale water logistics (potable delivery and gray water removal) across the specified geographic areas.
Requirement Refinement:
Review the summary of requirements in Section 2.0. Do you see any areas of the PWS that could be refined for clarity, efficiency, or cost-effectiveness? Please provide specific recommendations.
Are the specified trailer requirements (e.g., number of showerheads/washers) and water volumes commercially standard and feasible for this scale?
NAICS Code, SINs, and Teaming:
Of the NAICS codes being considered (532490 or 562991), which is most appropriate for this requirement and why? Please recommend an alternative NAICS code if you believe neither is suitable.
Please recommend the GSA Schedule SINs you believe are most applicable to this work.
Describe your intended use of subcontractors or joint venture partners to meet the requirements. As this is a planned Small Business Set-Aside, explain how you would ensure compliance with subcontracting limitations (FAR 52.219-14).
