About this opportunity

This solicitation was cancelled as of July 31, 2026. The Department of the Navy Naval Sea Systems Command sought on-site mobile hydrostatic testing, inspection, and recertification of eighty-four Scott 3M Self-Contained Breathing Apparatus (SCBA) bottles at Naval Submarine Base New London, Groton, Connecticut, with an original due date of July 29, 2026. The procurement was a brand-name requirement restricted to SCOTT 3M certified vendors and is issued as RFQ N62789-26-Q-1002 under simplified acquisition procedures with a firm fixed price award structure.

Performance was scheduled August 3 through September 4, 2026 (as amended July 22). The NAICS code is 541380, Testing Laboratories and Services, with a small business size standard of $19 million. An amendment issued July 22 removed the contractor recharge requirement and eliminated the Department of Transportation approval and Pipeline and Hazardous Materials Safety Administration Requalification Number requirement; the solicitation now requires only hydrostatic testing, inspection, and recertification per NFPA 1850 and DOT requalification standards under 49 CFR, with contractor removal and reinstallation of protective coverings on each bottle.

Contractor personnel without Common Access Card or Navy Commercial Access Control System credentials must obtain DBIDS credentials through the base Pass and ID office, requiring Real ID Act-compliant identification, SECNAV 5512/1 background check form completion, and DBIDS system enrollment. The government furnishes the eighty-four SCBA bottles as government-furnished material. Service Contract Act prevailing wage rates apply for work in Groton, Connecticut. Pricing must be stated separately for per-bottle and total service costs and separately for travel costs.
