About this file
This is Amendment 0001 to Solicitation N6278926Q1002, issued by the Naval Submarine Support Facility (NSSF) at Naval Submarine Base New London on July 22, 2026. The amendment extends the response due date from July 17, 2026, at 5:00 PM to July 29, 2026, at 12:00 PM EST and shifts the performance period from July 24 – August 28, 2026 to August 3 – September 4, 2026.
The solicitation requests on-site hydrostatic testing, inspection, and recertification of eighty-four (84) Scott 3M Self Contained Breathing Apparatus (SCBA) bottles (4500 PSI/45 minute/Composite) at Naval Submarine Base New London in Groton, Connecticut. Key revisions in this amendment remove the requirement for contractors to recharge the bottles after testing and eliminate a previous requirement that contractors be Department of Transportation approved facilities with a valid Pipeline and Hazardous Material Safety Administration (PHMSA) Requalification Number. Work must comply with NFPA 1850 and DOT requalification requirements per 49 CFR. Contractors must remove and reinstall protective coverings on each bottle, provide a Certificate of Compliance detailing work performed, and arrange personnel access to the base via DBIDS credentials. The contract includes three contract line items (CLINs 0001, 0002, 0003) with pricing to be stated separately for per-bottle and total service costs, and separately for travel costs to the base.
