About this file

This is a Statement of Objectives (SOO) for on-site hydrostatic testing services of Scott Self-Contained Breathing Apparatus (SCBA) bottles at Naval Submarine Base, New London, Groton, Connecticut. The Naval Submarine Support Facility (NSSF) requires the contractor to conduct hydrostatic testing, inspection, and recertification of eighty-four (84) Scott SCBA bottles rated at 4500 psi/45 minute/composite in accordance with NFPA 1850 and DOT requalification standards per 49 CFR. The contractor must be a Department of Transportation approved facility with a valid Pipeline and Hazardous Material Safety Administration (PHMSA) Requalification Number (RIN). Services include removing and reinstalling protective coverings on each bottle to facilitate testing. Revision A, dated 20 July 2026, deleted the requirement to recharge bottles.

The contractor must provide a Certificate of Compliance in contractor format that certifies all work complies with procurement documents, invoked specifications, and drawings, and includes contractor name, address, phone number, date, purchase order number, item nomenclature, lot numbers, and authorized signature. Contractor personnel without CAC or NCACS cards must obtain DBIDS credentials through the base Pass and ID office, requiring valid Real ID Act-compliant identification, completion of SECNAV 5512/1 form for background check, and enrollment in the DBIDS system. The government will furnish the eighty-four SCBA bottles for testing. The NAICS code is 541380, with originator James Crudden (860-694-2424) and original date of 04 June 2026.
