About this opportunity
The Department of the Interior National Park Service Pacific West Region is soliciting bids for the rehabilitation of the Ash Mountain Helibase at Sequoia and Kings Canyon National Park in California. The project involves demolishing the existing helibase building and constructing a new 1,352 square foot facility that will include offices for park staff and contractors, three single-user restrooms, a breakroom, huddle space, locker room, and storage areas. The solicitation includes a base bid for the helibase building plus five optional line items covering a new water system, oil/water separator, additional site work including parking areas and retaining walls, temporary shade structure, and lightning protection. The government will use a best value tradeoff process for evaluation, and proposals were originally due July 2, 2025, but have been extended to July 9, 2025. A mandatory site visit was conducted on June 9, 2025, and interested contractors submitted pre-proposal questions that were answered in Amendment 001.
This procurement is designated as a total small business set-aside under NAICS code 236220 (Commercial and Institutional Building Construction) with a size standard of $45 million in annual receipts. The estimated contract value ranges between $1,000,000 and $5,000,000, and the performance period is 365 calendar days with work scheduled to begin no earlier than November 17, 2025, since the existing building will remain in use until November 15, 2025. The project will be performed at the South Entrance Station in Three Rivers, California, within Sequoia National Park, and the work must be completed under a single prime contract with careful attention to environmental protection and National Park Service regulations. The contract period of performance is specified as August 30, 2025, to August 30, 2026, and the facility must be constructed to meet various building codes including the 2021 International Building Code and NPS sustainability guidelines.
