Ash Mountain Helibase Rehabilitation Project

Pre-Proposal Solicitation Questions

1. Where is the propane tank located?

There is no on-site propane.

2. Does a HAZMAT report need to be completed?

A hazmat assessment was done.

3. Is there a current issue with rotorwash and dust?

Currently they an irrigation system that is set up to maintain the turf. If the area is disturbed the loose soils may cause a dust issue if a helicopter would utilize the helipad.

4. Will this tree and stones be demolished?

The large boulders and tree at the corner of the building are meant to remain in place unless otherwise noted on the plans.

5. What is the full extent of the building demolition?

The demolition is outlined in the contract documents. Please request any further verification in RFI.

6. Is the trailer currently used for potable water?

The trailer set to be demoed is currently non-potable and being used for irrigation of the turf lawn.

7. Is there an issue with noise around the livestock in the corrals facility?

The stock is used to noise due to their proximity to the helibase and helicopter operations. It is not expected to be an issue for this project.

8. Question: After reviewing the provided plans and specifications (including the “SEKI Ash Mtn Specifications Final 5-14-25”), we were unable to locate:

Any drawings that show the layout or design requirements for the lightning protection system;

The full content of Section 264113 – Lightning Protection for Structures, which is referenced in the Table of Contents but not included in the specification document.

To accurately price and define the scope of work, we respectfully request clarification on the following:

Will design drawings or additional specifications for the lightning protection system be issued via addendum?

Will Section 264113 be provided in future documentation?

If not, is the contractor expected to provide a complete design-build system in accordance with NFPA 780, UL 96A, or other applicable standards?

If a design-build approach is required, will the NPS review and approve the contractor’s design prior to fabrication and installation?

Answer: Please see attached missing spec section 2464113

9. Question: Can we remove the tree directly next to the existing building?

Answer: The park would like to save the tree if possible. This can be reassessed after the building demo and/or excavation for the new building foundation.

10. Question: Is there propane going to the building? Does the building only have electrical service?

Answer: There is no propane going to the building. Yes only electrical service.

11. Question: Is the archaeology monitoring to be supplied by the GC or by NPS?

Answer: Archaeological monitoring is not required for this project. We are not requiring an archeological monitor. We will give an overview training like we try to do with other construction projects just to help educated the contractors and give them an idea of what to do if something unexpected is encountered.

12. Question: Where can we tie into utilities for GC trailer? Do we need our own metered water and electricity?

Answer: The contractor can utilize onsite meter and water with there own meter. The contractor should coordinate with SCE for installation of a temporary meter and billing.

13. Question: Is there a lay down area for dumpster, away from helicopter rotor wash?

Answer: If they laydown areas noted in the drawings are not adequate to accommodate a dumpster outside of the rotor wash area, the park is open to finding a suitable location that works for both parties.

14. Question: Is there existing emergency back-up power, while the construction is underway?

Answer: There is not currently a backup power system.

15. Question: During the site visit, it was mentioned that the helipad is a back-up facility.

Are there other helipads we need to be aware of?

Answer: The two helipads are the main helipads; however, the park will utilize another helipad during the duration of the construction project. The project does require the noted helipad to remain available for use in case of emergencies.

16. Question: Is the GC to supply the refrigerator in the kitchen? And does it need to meet the Buy American Act?

Answer: No. The park will supply the refrigerator.

17. Question: On Sheet A1.1, Keynote N55 identifies this area as a slab on grade. The structural plan on S1.1, however, references Detail S5.12/6, which shows a dry-laid stone wall. That detail is not compatible with supporting a structural slab—dry-stack walls lack the uniform bearing and lateral stability required for this kind of load.

Additionally, Sheet C3 (Site Plan) calls out this area and refers to Detail 7 on Sheet C7, which shows a thickened-edge slab bearing on compacted subgrade. Again, this setup cannot work if the base is actually a dry-laid wall.

Can you please confirm the intended structural system? Should the slab be installed over compacted fill per C7/7, and the structural reference to S5.12/6 be disregarded?

Or is a revised structural detail forthcoming to address this conflict?

Answer: Please see attached revised Specifications, which removes Detail S5.12 Detail 6, which erroneously calls out a Dry Stack Stone wall. Please refer to Sheet C7 Detail 7 for Option #4 (Exterior Slab).

18. Question: Specification Section 07 14 16, Paragraph 1.1.A.1, references polyurethane waterproofing for below grade walls. However, this system does not appear to be shown or detailed in the construction drawings. We are requesting clarification to confirm whether this application is required as part of the scope of work.

Attachment: Pre-Bid RFI 1001 – Waterproofing @ Below Grade Walls

Answer: Please see Sheet S5.11 Detail 4, Sheet S1.1 Note for typical Slab on Grade, and Sheet A1.0 Key Notes.

19. Question: Specification Section 07 41 13 calls for standing seam metal roof panels with a nominal thickness of 0.052 inches, which corresponds to 18 gauge in prefinished metal. However, our subcontractor has noted two issues:

1. Prefinished standing seam metal roofing is not manufactured in 0.052-inch thickness.

2. Material of this thickness cannot be mechanically seamed due to its rigidity.

We are requesting clarification on the intended gauge. A possible solution would be to use either 0.0239-inch (24 gauge) or 0.0299-inch (22 gauge) prefinished material, both of which are standard for standing seam applications.

Please confirm the intended gauge so we can accurately prepare our bid.

Answer: Please utilize a 24 gauge.

20. Question: In review of the instructions for submission of Volume I, Factor 5 - Past Performance, the instructions suggest using the "Project Experience Questionnaire" form. The first bullet point below the section reads "Complete Sections I and II only and forward to your client reference. There is no section I and II on the Project

Experience Questionnaire form. Please advise if a Past Performance Questionnaire form will be added as an Attachment or if it is ok to use a PPQ form from another RFP.

Answer: Please utilize Attachment 8 Project Experience Questionnaire.

21. Question: Solicitation, Section H lists Key Personnel to include On-site Superintendent, On-site Quality Control Manager, and On-site Safety Manager. May the Superintendent also serve the Quality Control and Safety roles, or must the Superintendent be a separate individual?

Answer: No. The project will be large enough all the positions shouldn't be held by one person. If they have someone who has the credentials to serve in the safety and QA capacities, I think that would be okay to combine.

22. Question: Keynote D4 on sheet D0.1 states that the GC is to salvage and return the Schist stone to NPS, Can the GC put the on a pallet and the park pick up or does the GC have to deliver the material. If the GC has to deliver the material what is the location.

Answer: Stone will be delivered to the park; location will be the maintenance yard less than ¼ mile from the helibase. Precise location to be coordinated with the

COR.

23. Question: Are the Bird Screens removable or permanent?

Answer: Screens should be removable in the event access is needed (screens will remain in place permanently unless access is needed).

24. Question: Is the construction site going to be occupied?

Answer: Not typically but emergency access to the helipad must be maintained. Also, the corrals will be in use and access must be maintained.

25. Question: Do we need rodent cleaning since the building is being demoed?

This is up to the contractor to support demolition. Cleanliness of the site will play a role in rodent control through the project.

26. Question: Has the soil been tested for lead?

Answer: Unknown - see hazardous materials report.

27. Question: What are the park hours?

Answer: The park is open 24-hours a day, 365-days a year unless impacted by emergency.

28. Question: Can the GC work weekends if so what is the notice?

Answer: Work on weekends needs prior consent from the CO. Submit requests at least five working days in advance of the work. Requests will be evaluated; no guaranteed approval (we have tried to support contractors with concrete pours, etc. that don't have significant resident or guest impacts when possible).

29. Question: Can the GC work after hours

Answer: Work outside the working hours requires CO approval prior to beginning work. Submit requests at least five working days in advance of work. Requests will be evaluated; no guaranteed approval (we have tried to support contractor's with concrete pours, etc. that don't have significant resident or guest impacts when possible).

30. Question: Will there be a time extension due to weather?

Answer: Typical FAR processes apply to conditions due to weather delay and with CO approval.

31. Question: Does the GC have to cover the dumpster for animal and bird control?

Answer: Unclear what "cover" refers to - the dumpster will need to have a locking mechanism to secure it su icient to prevent bear intrusion; an overhead cover is not needed.

32. Question: Due to the remote location, some materials may be limited. If materials cannot be sourced locally or in a reasonable radius from the job site, can the GC make material substitutions?

Answer: This is not typically an issue; if it arises, I expect it would be handled as an unforeseen and material substitutions would be considered. Please identify any limitations on materials prior to award.

33. Question: Can the GC have one person that wears multiple hats i.e SSHO/Super/QC?

Answer: Super needs to be di erent from safety/QA; Combining the safety and QA roles is acceptable.

34. Question: Can we use a backhoe to demo the existing building in its entirety at one time once the stone is salvaged and the antenna is removed?

Method of work is up to the contractor provided it complies with contract documents, OSHA, State, and industry regulations.
