About this opportunity

The Department of the Army National Guard (via the Air Force Life Cycle Management Center and the 195th Wing at Beale Air Force Base) seeks a complete Electronic Security System upgrade to Building 4750 at Mather Air Force Base, California, with proposals due June 24, 2026. The procurement is a Service-Disabled Veteran-Owned Small Business set-aside, restricting competition to SDVOSB firms.

Place of performance is Building 4750 at 10616 Superfortress Ave, Mather, CA 95655-4176. The scope encompasses Intrusion Detection System expansion, Video Surveillance System enhancement, Access Control System restoration and expansion, and installation of a stand-alone HSPD-12-compliant primary entrance access control system supporting up to 500 personnel. All work must be completed within 45 days after receipt of order. The contractor must furnish all management, labor, materials, equipment, design, installation, configuration, integration, testing, warranty, as-built drawings, product data, and turnover documentation. All contractor personnel must be U.S. citizens passing background checks; Antiterrorism Awareness Level I training is required within seven calendar days of contract start.

Technical requirements include compliance with UFGS 28 08 10, UFGS 28 10 05, UFC 4-021-02, UL 2050, UL 639, UL 634 Level 2, UL 294, ICS 705-1, FIPS 201, and SP 800-116 standards; FIPS-certified AES encryption for Access Control System communications outside the secure space boundary; and tamper protection for all system enclosures. Specific systems include Software House C-Cure 9000 for access control (version 3.002, Build 2254.254, requiring minimum three-year license renewal), Bosch Model B9512G Intrusion Detection Panel, and AXIS equipment for video surveillance.

The NAICS code is 561621 (Security Systems Services), size standard $25 million. The PSC is N063. Evaluation uses three approximately equal-weight factors: Experience (relevant ESS work within three years), Technical Approach (quality of proposed Performance Work Statement), and Price. The Government reserves the right to conduct discussions and intends a best-value award. This is a firm fixed-price commercial service contract; payment occurs upon Government acceptance of the completed, fully functional upgrade including successful testing and all deliverables. Amendment 0002 (issued June 16) extended the due date from June 17 to June 24, updated the Statement of Objectives and Electronic Security Plan, and posted government responses to questions received.
