Statement of Objectives (SOO)

Secure Space Security Upgrade – Building 4750

1. Purpose

The purpose of this acquisition is to obtain a comprehensive electronic security systems (ESS) upgrade for the secure space within Building 4750 to enhance the security-in-depth posture, ensure Homeland Security Presidential Directive 12 (HSPD-12) compliance, and seamlessly integrate new capabilities into the facility's existing security infrastructure.

2. Scope or Mission

The contractor shall provide all management, labor, materials, and equipment necessary to design, install, configure, test, and warranty a complete and fully functional upgrade to the existing Electronic Security System. The scope encompasses the facility's Intrusion Detection System (IDS), Video Surveillance System (VSS), and Access Control System (ACS) for the new Secure Area Perimeter Addition (encompassing OPS Floors 1 & 2, Offices A-D, and adjacent spaces). The contractor shall also repair/replace specific ACS components damaged during recent demolition.

3. Period and Place of Performance

Period of Performance: 45 days after receipt of order (ARO).

Place of Performance: Interior of Building 4750, 10616 Superfortress Ave, Mather Army Airfield, Mather, CA 95655.

4. Background

Building 4750 currently operates an established ESS infrastructure, with the primary IDS panel located in the existing Communications Room (Room 127), which is to remain. The facility is undergoing a Secure Area Perimeter Addition. During recent demolition and incidental work, the existing access control system near the Comm Room was damaged and requires restoration. Additionally, there is existing access control hardware already in place (near the passage to OPS Floor 2) that must be accounted for. The Government also requires a new, stand-alone access control solution at the primary facility entrance capable of managing up to 500 personnel.

5. Performance Objectives (Required Results)

The contractor shall achieve the following performance objectives:

Objective 1: Intrusion Detection System (IDS) Expansion.

Expand the existing IDS to detect unauthorized entry and movement within the new Secure Area Perimeter.

The system must utilize dual-technology volumetric sensors deployed both in-room and above-ceiling.

The contractor must establish connectivity from the sensors to the existing IDS panel in the Comm Room utilizing 1-inch conduit (1"C) with pull-strings.

Secure perimeter doors (specifically noted at the Office A exterior egress) must be equipped with Balanced Magnetic Switches (BMS) integrated into the IDS.

All hardware must be installed to meet UL2050 standards, to include tamper detection.

Objective 2: Video Surveillance System (VSS) Enhancement.

Augment the existing VSS to provide clear, real-time visual identification of individuals requesting entry to the secure space.

The VSS will be routed so that the primary workstation and administrative computer is located in the SSR office.

The VSS feeds must be configured to display on multiple screens throughout the facility using a government furnished video multiplexer. Video must be routed directly to the SSO office and dedicated security monitor located within the secure area.

The contractor must provide 1"C from the CCTV locations to the above accessible ceiling for Government Furnished, Government Installed (GFGI) wiring.

Objective 3: Access Control System (ACS) Restoration and Expansion.

Upgrade and restore the existing Software House C-Cure 9000 system.

Restore the damaged access control functionality at the Comm Room (Room 127).

Integrate new access control points with the existing, operational access control points inside the perimeter.

Ensure all new secure area doors are monitored and controlled via FIPS 201-compliant contactless smart card readers.

Objective 4: Stand-Alone Primary Entrance Access Control.

Implement a dedicated, stand-alone, HSPD-12 compliant access control system for the main building entrance (Passage 101/Vestibule). This system must be capable of supporting a minimum of 500 personnel, operate independently from the internal secure area ACS, and include a call function to dial a VoIP phone within the building.

Objective 5: System Reliability and Turn-over.

Deliver a fully tested, compliant, and operational system. The contractor must perform full end-to-end testing with the Central Monitoring Station, verify proper door functions, and provide comprehensive product data sheets/as-built drawings.

6. Operating Constraints

Offerors must consider the following constraints and mandatory requirements when developing their proposed Performance Work Statement (PWS):

Active Construction Site: The majority of the secure space is an active construction site where ongoing repairs and contractor work are being performed. The planned completion of all repair efforts is scheduled on or before 25 June 2026.

Telecommunications & Conduit Pathways: The contractor shall utilize existing conduit infrastructure wherever possible. All conduit penetrating the secure area walls must be equipped with a dielectric break. The contractor must route all new 1"C pathways efficiently to the existing Comm Room.

Grounding and Bonding: All metallic penetrations in the secure wall must be bonded to a 1/0

AWG copper ground wire that loops the interior perimeter of the secure area. This perimeter ground wire must be bonded directly to the ground bar in the electrical room.

Personnel Security: All contractor and subcontractor personnel must be U.S. citizens with no felony convictions and must successfully pass a criminal and background check prior to being granted site access.

Applicable Standards & Regulations: All equipment, materials, and installation must strictly conform to:

o UFGS 28 08 10 (Electronic Security System Acceptance Testing) o UFGS 28 10 05 (Electronic Security Systems) o UFC 4-021-02 (Electronic Security Systems) o UL 2050 (National Industrial Security Systems) o UL 639 (Intrusion-Detection), UL 634 Level 2 (Switches), and UL 294 (Access Control) o ICS 705-1 (Physical/Technical Security for Secure Space) o FIPS 201 and SP 800-116 (For HSPD-12 and PIV-compliant systems)
