About this file

This is a Questions and Answers (Q&A) document for a federal contract opportunity focused on secure space security upgrades, specifically for Building 4750. The project involves upgrading and integrating three primary systems: Access Control System (ACS) using Software House C-Cure 9000, Intrusion Detection System (IDS) with Bosch Model B9512G PCU, and Video Surveillance System (VSS) with AXIS equipment.

Key technical requirements include: the contractor must furnish and install Door Position Switches/High Security Switches (UL 634-listed Level 1 or 2) at all access-controlled and secure area perimeter doors per UFC 4-021-02 Section 4-6.12; contractor-furnished, contractor-installed (CFCI) wiring for all VSS/CCTV cabling; new conduit installation where necessary to comply with NEC 40% fill limits, color-coded per existing site schemes; UPS equipment meeting UFC 4-021-02 backup power requirements; and expansion modules, boards, and power supplies if existing C-Cure 9000 panels lack capacity. The stand-alone entry access control must support HSPD-12 credentials and pin/call functions via SIP-enabled reader without dual authentication. Hardware packages vary by door—most doors use electric strikes except doors 135A, 135B, 130, and the new comms room door which have electric handles or existing readers. Door 133 is emergency egress only requiring no magnetic lock, card reader, or request-to-exit device. The C-Cure 9000 system (version 3.002, Build 2254.254) is functional but requires license renewal with a minimum three-year extension. The existing Bosch IDS PCU, AXIS T8524 recorder with 18TB storage, and AXIS Camera Station 5.57.23929 VMS are installed; contractors must assume no spare video licenses and furnish all necessary licenses for newly added cameras. All equipment must meet industry standards and UL2050 and IC 705 requirements. The solicitation evaluation criteria include Experience, Technical Approach (using the Performance Work Statement), and Price factors, with vendors required to submit per FAR 52.212-1 Instructions to Offerors and the solicitation's Addendum to Evaluation section.

No. Question Reference Response 1 At Door 133, the drawings show both a magnetic lock (ML) and a BMS callout.

Is the contractor responsible for furnishing and installing the magnetic lock?

Is any additional hardware required at this door beyond the ML and BMS, such as a request-to-exit device or card reader?

Attachment_0003_T- 111_ESS_Plan

No magnetic lock required.

Door is emergency egress only. No card reader or request to exit. Door needs to be tied into the IDS with BMS or other sensor.

2 The drawings show card readers and electric strikes at controlled doors but don't consistently show door position switches or request-to-exit devices at every location.

Is the standard hardware package at each card-reader-controlled door a reader, electric strike, door position switch, and REX?

Or does the hardware package vary by door?

Attachment_0003_T- 111_ESS_Plan

Hardware package varies by door depending on existing conditions and operational needs (e.g., electric strikes or electrified locksets).

Additionally, please note that per UFC 4-021-02 Section 4- 6.12, the position of all access-controlled and secure area perimeter doors must be monitored. Regardless of the specific locking hardware used, the contractor must furnish and install Door Position Switches (DPS) / High Security Switches (HSS) that are UL 634-listed or -certified Level 1 or Level 2 to ensure full compliance.

All doors are electric strike except for doors 135A, 135B, 130, and the new comms room door, which already has a reader.

The doors which do not have an electric strike are electric handles.

3 The drawings note existing access control at Comm Room 127 as damaged during demolition. Only a card reader is shown.

What was damaged and what is the contractor responsible for replacing?

Attachment_0003_T- 111_ESS_Plan

The existing door with powered handset was removed. The new door needs power to the handset or an electric strike tied to the existing reader.

Does the scope include the electric strike, door hardware, and wiring, or just the reader?

4 During the site walk, all conduit appeared to be existing. Based on the new device counts, we anticipate exceeding the NEC 40% fill limit in several runs.

Is the contractor required to install new conduit where needed, or will that be handled by others?

If it's in our scope, are there any material or routing requirements we should follow?

Contractor will be required to install new conduit, if necessary. Conduit will be color coded IAW existing color schemes at the site.

5 No equipment specification sections or approved manufacturer lists were included in the solicitation package outside of the existing system being Software House.

Are there approved manufacturers or product requirements governing the ACS, IDS, and VSS equipment for this project?

Attachment_0001_Statement_ of_Objectives_Secure_Space_ Security_Upgrade_v3_11May

Equipment needs to be industry standard and meet the requirements of UL2050 and IC 705 Tech specs.

6 Please provide the manufacturer and model of the existing Video Surveillance System and Intrusion Detection System in Building 4750.

We need this to confirm compatibility and integration requirements for new equipment.

7 For the new and restored doors connecting to the existing C-Cure 9000 system, does the existing infrastructure have enough panel, enclosure, and power supply capacity to support the additional doors?

Or is the contractor required to furnish and install new panels and power supplies as part of this scope?

Attachment_0001_Statement_ of_Objectives_Secure_Space_ Security_Upgrade_v3_11May

While the existing C-Cure 9000 and Bosch B9512G panels were made available for visual inspection during the site visit to assess current availability, the contractor is ultimately responsible for ensuring the system has adequate capacity. Per SOO Section 2, the contractor must provide a complete and fully functional upgrade. Therefore, if the existing panels lack the necessary zone, reader, or door capacity, the contractor is required to furnish and install all necessary expansion modules, boards, and power supplies.

8 Does the existing IDS panel in Comm Room 127 have enough zone capacity to support the new balanced magnetic switches being added under this contract?
