About this opportunity
The Department of the Air Force Air Mobility Command seeks restoration of four static display aircraft at Scott Air Force Base, Illinois, with proposals due August 25, 2026 at noon CDT. This procurement is a total small business set-aside under deviation 2026-O0038, foreclosing competition outside that pool.
Work is performed at Scott Field Heritage Air Park, 763 Seibert Rd, Scott AFB, IL 62225, and includes high-pressure washing, stripping and repainting of nose sections on three aircraft (C-141B, C-9A, and C-130E) to specified epoxy primer and urethane paint standards, application of aircraft wax to two aircraft, repair or replacement of bird mitigation components, and daily site cleanup with environmental controls. The four static display aircraft are a C-141B, C-130E, C-9A, and KC-135E. Performance must initiate prior to September 30, 2026 to satisfy FY26 Bona Fide Need requirements. The contractor must provide all equipment and materials; water and electricity are unavailable on site. Maximum equipment height is 60 feet.
Contractor qualifications require minimum two years' experience in exterior washing and painting of vehicles, equipment, aircraft, or similar structures with demonstrated ability to apply durable UV-resistant finishes. The contractor must conduct LEADS background checks on all personnel and provide a two-year warranty on all applied coatings with a 12-week correction period for defects. Service Contract Act wage determinations apply; rates in the applicable Illinois and Missouri counties range from $13.66 to $50.64 hourly depending on occupational classification.
The RFQ is Firm-Fixed-Price with four mandatory CLINs and two optional CLINs priced separately. Quotes remain valid through November 13, 2026. Evaluation uses best-value tradeoff methodology in four phases: Technical (Acceptable/Unacceptable), Past Performance (three recent and relevant examples within five years, weighted significantly more heavily than Technical and Price combined), Price (completeness, reasonableness, and balance), and Award Decision. Questions were due August 18, 2026. Amendment 2, posted August 20, extended the due date one calendar day and incorporated additional late question responses.
