About this file
This is a Questions and Answers document for solicitation FA440726QSK01, Scott AFB Static Display Aircraft Restoration, issued by the Department of the Air Force Air Mobility Command. The document provides clarifications on project scope, timeline, materials, and operational procedures for aircraft restoration work.
Key clarifications include: performance must begin prior to September 30, 2026 to meet FY26 Bona Fide Need, with no specified hard completion date; there is no limit on the number of aircraft that can be worked simultaneously; aircraft will be accessible via aerial lift equipment through existing visitor walkways; wash water does not require offsite disposal if environmentally safe cleaner is used as specified in the SOW. Regarding coating systems, contractors may use equivalent single-manufacturer systems provided the topcoat is urethane paint rated for year-round four-season sunlight, rather than the specified competing products. For hardware repairs, a Government Point of Contact will be available to make determinations in person as needed. Bird mitigation work includes repairing, replacing, or installing new components (chicken wire, plywood, bird spike strips, or approved alternatives) where coverage is missing or damaged; contractor warranty obligations apply only to items the contractor modifies, verified through before-and-after photographs. The recommended sequence of operations specifies bird mitigation hardware inspection prior to washing, with installation completed before painting if components will be painted to blend with the aircraft, or at contractor discretion if components will remain unpainted.

| No. | Question | Response |
| 1 | What is the required completion date for all work? The solicitation states that performance must begin prior to September 30, 2026 but does not specify a hard completion date. | In order to meet Bona Fide Need for FY26, work must initiate during that same FY. |
| 2 | How many aircraft can be worked simultaneously or does the Government require the work to be sequenced? | No limit on number of aircraft that can be worked simultaneously |
| 3 | Are any of the existing paint or materials on the aircraft hazardous, including lead-based paint or other regulated substances that would require special handling, containment, or disposal procedures? | Unknown but most likely no. Federal EPA on site will verify collection and disposal plan meets regulations for removed paint. |
| 4 | Can the Government provide the dimensions of each aircraft and the approximate square footage of the nose sections requiring stripping and repainting? | I don't know how to do this but pretty sure they can google the aircraft type and find it. |
| 5 | Will the aircraft be accessible with aerial lift equipment through the walkways currently in place for visitor traffic? | Yes |
| 6 | Does the wash water generated during the aircraft washing scope need to be collected and disposed of offsite or is it permissible to allow it to drain on site? | SOW states to use Simple Green Aircraft Cleaner or a similiar envioronmentally safe aircraft soap to prevent the need for this. |
| 7 | The Statement of Work specifies Sherwin-Williams CM0724400 as the primer and PPG PITTHANE ULTRA DOT 95-812 as the topcoat. These are products from competing manufacturers whose systems are not designed to be intermingled. Please advise which coating system is to be utilized or whether an equivalent single-manufacturer system is acceptable. | SOW authorizes or equivalent, the priority is the top coat be urethane paint rated for direct year round 4 season sunlight |
| 8 | Can the Government confirm that full replacement of hardware cloth is acceptable where repair is not feasible, and will the Government or the contractor make that determination on a component-by-component basis during performance? | POC will be reachable by phone to come out to air park to make the call in person as needed while work is being performed. Full replacement will be authorized when repair is not feasible. |
| 9 | The SOW references repair or replacement of existing bird spike strips. Can the Government confirm whether the contractor is authorized and required to install new bird spike strips in areas that currently have no coverage where bird activity is clearly present? | SOW states contractor will repair or replace existing or missing bird mitigation components. So yes, contractor is expected to install bird mitigation in places that need it but do not have it. |
| 10 | The SOW specifies chicken wire, plywood, and bird spike strips as the required bird mitigation components. Can the Government confirm whether the contractor is limited strictly to these three components or whether alternate bird deterrent solutions may be proposed for specific locations where the specified components may not be the most effective solution? | SOS lists chicken wire, plywood, bird spike strips as examples only. The “.etc” at the end authorizes alternative solutions. |
| 11 | The SOW requires the contractor to repair or replace damaged or missing bird mitigation hardware. Some existing components are in acceptable condition and will not be touched during performance. Can the Government clarify whether the contractor's warranty obligation applies only to hardware that was installed or repaired by the contractor during this contract, or whether the contractor is expected to warrant all bird mitigation hardware on the aircraft regardless of whether it was part of the scope of work? | Contractor is not expected to warranty items they do not modify. This will be determined based on before and after pictures. |
| 12 | Can the Government confirm the intended sequence of operations? Specifically, should bird mitigation hardware inspection and installation be completed after washing and before painting, or is a different sequence required? | Inspection should be accomplished prior to washing. Installation prior to painting if the mitigation will/can be painted to blend in with aircraft. If mitigation will not be painted it is up to the contractor to determine order. |
