About this opportunity
The Department of the Navy Naval Supply Systems Command seeks logistics support and training services for the Special Boat Training Command, with proposals due July 2. The procurement is a Service-Disabled Veteran-Owned Small Business set-aside competed under the SeaPort NxG multiple-award IDIQ vehicle and issued under FAR 16.507 as a two-step fair opportunity RFQ.
Place of performance is John C. Stennis Space Center, Mississippi. The NAICS code is 541330 (Exception 3) with a $47 million size standard. All proposed personnel must possess a minimum Secret clearance at proposal submission; only the N58 and Regional Engagement Branch liaison positions require Top Secret clearances prior to performance. Interim clearances are acceptable if final adjudicated clearances occur before performance begins. All classified work will be conducted at Government facilities. The contractor's Facility Security Officer must maintain DISS ownership of cleared personnel. Specific labor categories including Learning Standards Officer, N58, Regional Engagement Branch, instructors, and various support roles require SIPRNET access, which will be Government-furnished.
The base period runs 12 months from September 19, 2026 through September 18, 2027, plus four one-year options and one six-month option, totaling approximately 4.5 years. The contractor must provide 43 to 49 full-time equivalents across 12 core training courses supporting over 400 international military students annually. Travel and other direct costs are capped at $170,000 and $200,000 annually respectively. The Service Contract Labor Standards Act applies. Evaluation uses best-value trade-off methodology, weighing performance approach most heavily, followed by past performance, then price. Step One required submissions by May 28; Step Two quotations require two separate volumes: Volume I (non-price technical proposal, maximum 10 pages) and Volume II (price quote with detailed cost breakdowns). Amendment 0002, issued June 29, clarified that personnel identification is not required at proposal submission. The contracting officer is Matthew Forsythe; Robert Brennan handles questions.
