About this file

This is a Questions and Answers Amendment document addressing clarifications on proposal submission requirements, security clearance requirements, personnel qualifications, and administrative procedures for the SBTC Training and Logistics Support RFQ (N0018926R3105), a Service-Disabled Veteran Owned Small Business set-aside competed under the SeaPort NxG MAC.

Key clarifications include: font requirements are flexible for Section B and Volume II with no page limitations; program management hours have been added to the Performance Work Statement; non-employee participation certificates should be submitted in Volume II without page count impact; electronic submissions are acceptable via email without physical media; and "original signature copies" notation is required on front covers despite electronic submission. Regarding security clearances, only the N58 and Regional Engagement Branch FTE positions require Top Secret clearance before starting performance, while all other personnel must possess minimum Secret clearance prior to award; interim clearances are acceptable if final adjudicated clearances occur before performance begins; the contractor's Facility Security Officer must maintain DISS ownership of cleared personnel; and all classified work will be conducted at Government facilities, eliminating contractor safeguarding requirements. Personnel identification is not required at proposal submission, resumes are not mandatory, and a 30-day ramp-in period is anticipated after award for onboarding and access provisioning. The final DD Form 254 will be provided September 18, 2026, the day before the current contract ends, and specific positions requiring SIPRNET access have been identified including Learning Standards Officer, N58, Regional Engagement Branch, instructors, SLIC, and MCF staff, with Government-furnished equipment provided.
